Duties

Help

The ideal candidate is an engaged and results-driven executive with experience leading complex human capital operations in a large, mission-focused organization. The DCHCO must balance strategic vision with operational execution, providing high-level direction while remaining closely involved in key initiatives.

The DCHCO serves as the principal deputy to the CHCO, providing strategic direction and operational oversight across all human capital functions. The incumbent is responsible for leading initiatives that strengthen workforce capability, modernize human resources (HR) practices, and ensure the alignment of human capital programs with the agency's mission priorities. The duties of the position include, but are not limited to the following:

  • Assist the CHCO in delivering the full range of human capital programs and services to advance the agency's workforce strategy and operational priorities.
  • Direct the development and implementation of comprehensive talent acquisition, talent development, and workforce modernization strategies to recruit, hire, develop, and retain a high-performing workforce alignment with mission critical needs. Leverages data analytics, technology, and workforce modeling to anticipate future talent requirements, enhance agility during surge operations, and ensure skill alignment with evolving agency priorities.
  • Leads the design, validation, and execution of innovative human capital tools, programs, and systems that enhance workforce selection, promotion, career development, and organizational effectiveness.
  • Provides executive oversight of administrative and operational management functions, including the formulation of human capital policies, optimization of organizational structures, and effective stewardship of staffing and budget resources.
  • Serve as an authority on the interpretation and application of human capital program policies, regulations, and standards, ensuring consistent compliance and coordinated implementation across programs.
  • Oversees the development and maintenance of performance management programs, policy, and procedures that effectively differentiate levels of performance, drive accountability, and inform workforce planning decisions.
  • Guides research and data analysis efforts to assess workforce trends, identify implications for human capital initiatives, and develop evidence-based strategies for continuous improvement.
  • Directs the application of innovative technologies, business strategies, and change management initiatives to improve operational efficiency, strengthen service delivery, and promote organizational excellence.
  • Monitors on-going operations and major activities, resolving complex and precedent setting issues that affect human capital policies, practices, and future program direction.
  • Partners across agency components and with external stakeholders to enhance collaboration, streamline human capital operations, and share best practices that advance mission readiness.
  • Serves as a visible and accessible leader, engaging directly with HR professionals and stakeholders to assess operational challenges, remove barriers, and model collaborative problem-solving.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) related to this position within your resume. There is NO requirement to prepare a narrative statement specifically addressing the ECQs or the TQs. Only the required 2-page resume will be considered.

TECHNICAL QUALIFICATIONS (TQ): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1: Mastery of human capital management principles for a large, complex organization which covers the full spectrum of conceiving, developing, implementing and evaluating integrated HR programs and policy, to include: recruitment; classification; employee relations, performance management; HR technology; HR assessments, etc. with a demonstrated understanding of federal employment laws and regulations.

TQ 2: Demonstrated experience developing and implementing talent development and HR lifecycle-management strategies and programs for a large organization with complex, varied mission requirements.

TQ 3: Demonstrated leadership experience in preparing and making policy recommendations, communicating and making presentations to high-level officials, and working collaboratively across multiple lines of business on HR program effectiveness and resource requirements using creative problem-solving skills.

EXECUTIVE CORE QUALIFICATIONS (ECQ): In addition to the TQ requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Background Investigation: You must undergo and successfully complete a background investigation in order to obtain a Top-Secret Clearance as a condition of placement in this position.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.
