Position Description #: T5821300

This position is located in the Information Systems Function, Communications Flight, Mission Support Group, of an ANG Aviation Wing. Performs a full range of supervisory functions providing administrative control and technical direction and oversight for subordinate personnel. Responsible for oversight of all functions in the Information Systems Branch. Performs oversight of the Unit COMSEC program. Ensures viable training programs exist for all assigned network systems and Information Assurance (IA) programs and procedures.

DUTIES:

1. Responsible for direct supervision of information technology personnel. The overall difficulty and complexity of the basic work most typical of the organization directed is GS-11. Assigns, directs, and reviews work, determines work methods and procedures, establishes standards of performance, and makes formal appraisals of subordinates' work.

2. Provides oversight for the Communications Security (COMSEC) account for the Wing and subordinate units.

3. Provides general guidance and broadly defined objectives, as to scope and priorities of projects and requirements in the branch.

4. Coordinates with higher headquarters (HHQ) elements, Program Management Offices, Specific System/Hardware Support Elements, original equipment manufacturer (OEM) vendors and vendor contracted support facilities for issue resolution.

5. Provides input to and coordinate on relevant support agreements that require section support to make sure they correctly identify products and services needed.

  • This position conducts information assurance functions.
  • The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements are outlined in DoD Instruction 8140
  • Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

GENERAL EXPERIENCE
: Experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE: At least 1-year specialized experience equivalent to at least the next lower grade.

There are no educational requirements for this position.


If choosing to certify based of the education substitution option, you must upload a word document stating you are using the education substitution option, your degree and transcript OR the Military Courses completed. If these are not uploaded you will not be referred to the selecting Supervisor.

Definitions for Areas of Consideration:

Area 1: Current On-board Title 5 Employees and Title 32 Technicians (Tenure: 1- Permanent, 2-Conditional, 3-Indefinite) and Permanent AGR's in the West Virginia National Guard.

Area 2: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians and Title 5 Employees, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS).

Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide.

Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment.

Area 5: All U.S. Citizens.


TYPE OF APPOINTMENT: Title 5 Excepted Service - Permanent

Permanent Change of Station: PCS funds are not available for this position.

Incentives: Relocation and Recruitment Incentives may be authorized for this position.
