Duties

Help

  • Provides specialized litigation support and timely responses, orally and in writing, regarding highly complex and difficult legal questions involving on-going trials to trial judges on procedural, evidentiary, and substantive law issues arising during courts-martial trials.
  • Expeditiously provides judges for courts-martial, applicable Article 32, UCMJ, preliminary hearings, environmental impact study hearings, and other adjudicative processes at Air Force installations worldwide. Maintains a global, up-to-date trial docket and judge availability data in the Judiciary Docket System.
  • Conducts weekly docketing conference with Chief Circuit Military Judges, recommends and implements changes of judge to deconflict and reassign courts-martial. Maintains a global, up-to-date trial docket and judge availability data in the Judiciary Docket System, reflecting all trials, Article 32, UCMJ, hearings, EIS hearings, and other judicial proceedings, and ensures all JAT activities are properly reflected and updated as changes occur.
  • Develops curriculum, exercises, and schedules, and assists in the presentation and management for all trainingconducted by the Air Force Trial Judiciary. Training events include Air Force Circuit Annual Training, Joint Military Judges Annual Training, and the New Judge's Course, which trains newly assigned military trial and appellate judges from all military services.
  • Identifies, recommends, staffs, and assists in implementing necessary changes to regulations and other trial-related JAT operating procedures through Uniform Rules, New Judge's Checklist, JAT Operating Instruction,and other guidance materials. Utilizes comprehensive knowledge of rules related to the UCMJ, trials conducted bycourts-martial, the Military Magistrate Program, and Air Force attorney responsibilities in general.

Qualifications

GENERAL REQUIREMENTS:

  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Incumbent must possess a Juris Doctor Degree or equivalent from a law school accredited by the American bar Association (ABA). Appointee must be an active member in good standing of the bar of a U.S. State or Territory.

2. Incumbent must have prior experience as a trial judge, or equivalent training and experience, and at least four years' experience as a practicing attorney in the field of criminal law and trial practice. The incumbent must possess and maintain excellent legal writing skills.

3. Mastery knowledge of and experience with evidentiary and procedural rules applicable to courts-martial, including the substantive criminal law, federal criminal trials, federal administrative hearings, post-trial hearings, criminal appeals, applicable DoD and USAF instructions and the Manual for Courts-Martial Military Rules of Evidence, DoD and USAF rules for Courts-Martial and the Uniform Rules of Practice Before Air Force Courts-Martial.

4. Expert skill in using computer-assisted and web-based programs, to include Lexis, FLITE, Outlook, Word, Excel, PowerPoint, the Automated Military Justice Management System, SharePoint, Judiciary Docket System and other databases. Possesses a detailed knowledge of professional obligations of judges contained in the Code of Judicial Conductapplicable to Air Force Trial Judges. Possesses a thorough understanding of trial judge responsibilities and requirements in conducting trials

5. Ability to communicate with AF/JAT personnel and maintain productive lines of communication with the Chief Trial Judge and Deputy Chief Trial Judge to ensure the setting and accomplishment of AF/JAT mission objectives, priorities, goals and plans. Ability to communicate and maintain effective lines of communication with other service Trial Judiciaries, to effect uniform application of changes in law and procedures and assist in planning and implementing training events.

6. Skill in developing and managing curriculum and conferences, providing instruction to students with a wide range of experience levels, and working with and supporting experts invited to participate in training events. Ability to speak with and work with Congressional staffers to develop and recommend changes to military justice policy matters.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
