Duties

Help
  • Provides informal instruction to include accident prevention, safe working practices, prevention methods, risk reduction techniques, occupational disease/illnesses prevention, emergency procedures, and accident investigation.
  • Develops and implements policies and work practices to assure safe, healthful, and efficient operations within the District/Field for permanent and seasonal employees, and volunteers, and the public.
  • Provides technical safety training to supervisors and employees using a wide variety of materials, publications, exhibits, protective devices, and visual aids.
  • Implements policies/programs for safety/health program responsibilities and accountability, training, accident prevention methods/techniques, risk reduction, occupational disease prevention, emergency procedures, and investigation.
  • Evaluates/investigate operations involving hazardous materials, fire, forestry, transportation, use of specialized equipment, protective equipment, recreation, facilities, and road maintenance for hazard control.
  • May be subject to 24-Hour Call Back
  • GS-11: Familiar with Safety Management Systems to analyze mishap trending data to determine contributing factors to devise measures which are feasible in controlling or eliminating actual or potential hazards to public visitors and employees

GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: (1) providing instructions to supervisors or employees on the implementation of safety and occupational health topics; (2) investigating operations for hazard control on hazardous materials, use of protective equipment, facilities, or road maintenance; (3) conducting periodic onsite surveys or facility inspections for regulatory compliance; (4) promoting safety campaigns through oral presentations, exhibits, or publications..

Education: Successful completion of Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree from an accredited college or university or LL.B or JD. Graduate level education included major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. NOTE: You must submit a copy of your transcripts as proof of any claimed education.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

GS-11: Applicants must possess at least one year of specialized experience comparable in scope and responsibility to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing 3 or more of the following: 1) planning or scheduling safety and health inspections of facilities or operations to evaluate compliance with established industry standards; 2) advising management and/or employees on the implementation of safety and occupational health action plans; 3) leading accident investigations to determine root cause and devise measures to prevent recurrences; 4) developing safety training curriculum to promote safety and occupational health in all operations of activities; 5) executing safety and occupational health programs to facilitate safe work environment or facilities for visitors.

Education: Successful completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, or LL.M. Higher-level graduate education included major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. NOTE: You must submit a copy of your transcripts as proof of any claimed education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work requires visits to field locations and inspecting working conditions such as construction work sites, outlying buildings, recreation areas, and other facilities and equipment in various remote locations. The performance of inspections and investigations of mishaps requires frequent standing, walking, climbing, bending, and traveling off road. Office work is mostly sedentary.

Work Environment: Work involves a mixture of time in the office, spent traveling and performing field related activities such as inspecting facilities or investigating accidents. May be exposed to a variety of climatic and travel conditions while working in the field. Travel may include flying in small aircraft or helicopters, riding or driving in cars, trucks or off highway vehicles over rugged terrain in remote areas in quickly changing and sometimes hazardous conditions or in extreme hot or cold outdoor temperatures. Additionally, there may be exposure to unusual or potentially dangerous conditions, such as contaminated materials, unexploded ordinance, wild fires, industrial plants with high-frequency noise, scenes of hazardous or toxic material spills and various hazardous chemicals or substances. These environments may require the incumbent to utilize personal protective equipment i.e., metatarsal shoes, hard hat, eye and hearing protection, respirator, and gloves for conducting inspections.

The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

You will be evaluated for this job based on how well you meet the qualifications above.

In the evaluation process, due weight will be given to job related experience, education, training, incentive awards and performance appraisals.
