The incumbent serves as a Contract Specialist within the U.S. Army Installation Management Command using simplified acquisition techniques and methods in performing both pre-award and post-award functions. Work is performed with assignments designed for advancement to higher levels of performance under a high level of technical supervision. Upon meeting training and competency requirements, the incumbent will be non-competitively reassigned to Contract Specialist Skill Level (PD# 18908) or Senior Level (PD# 18907).

Performs contracting and procurement functions to purchase supplies and services using simplified acquisition techniques and methods. The incumbent is responsible for preparing and issuing solicitations and negotiating the award for typically commercial off the shelf supplies and services, such as purchase orders, delivery orders, simplified acquisitions, blanket purchase agreements and purchase card orders.

Reviews requirements package for completeness, accuracy, and compliance with administrative, regulatory, and procedural requirements. Analyzes requirements to determine appropriate method of procurement and type of contract most favorable to the NAFI. Develops and issues solicitations, evaluates bids or offers, and prepares and issues documentation to support purchase decision and contract award. Maintains effective and supportive relationships with internal and external customers and takes initiative to resolve areas of disagreement. Handles difficult situations with tact and diplomacy.

Maintains complete contract file and performs contract administration functions for all assigned purchases. Monitors contractor performance to ensure full compliance with contract terms, conditions, and specifications. Performs job-site visits as necessary to conduct special compliance checks. Performs contract closeout upon completion.

The incumbent may serve as a warranted Contracting Officer within prescribed authority limits. Assists other division members as needed and participates in developmental assignments for more complex contract actions. May perform the duties of Acting Team Leader as required. Uses automated acquisition systems, Microsoft Windows, Word, Excel, Outlook, and other software as required to perform duties.

Qualifications

RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Qualified candidates will possess experience performing duties equivalent in scope and complexity to the next lower grade level to include:

1. Experience demonstrating knowledge of basic acquisition regulations, policies, laws, and techniques for simplified acquisitions.
2. Experience applying simplified acquisition contracting principles, techniques, methods, and procedures of contracting.
3. Experience evaluating offers for responsiveness, price reasonableness, and responsibility.
4. Basic knowledge of sources of Government supply and services, including established and mandatory sources.

Preferred candidates will possess a bachelor's degree which included a minimum of 24 semester hours of business courses, Certified Professional Contracts Manager, Defense Acquisition Workforce Improvement Act Level II/II in contracting or other applicable professional certification.
