Duties

Help

Develops and maintains dynamic financial models to support business planning, analysis, and strategic decision-making. Consolidates, cleans, and models data from multiple systems to enable accurate financial and operational reporting. Ensures data integrity and confidentiality by managing report documentation and user access in compliance with data governance policies. Monitors key performance indicators, analyzes variances, and delivers insights on trends and root causes through automated reporting tools. Prepares and presents monthly and quarterly financial reports, including budget variance analysis and strategic recommendations for leadership. Supports annual budgeting and long-term financial planning by collaborating with department leaders and providing financial guidance aligned with organizational goals. Other duties, as assigned.

Qualifications

Required Work Experience

  • At least 5 years of professional experience in financial analysis, budgeting/forecasting reporting, Data Analysis Expressions (DAX), or BI tools.

Required Special Skills/ Knowledge

  • As part of our hiring process, we may conduct a skills assessment to better understand an applicant’s proficiency in key areas relevant to the role. 
  • Ability to obtain CFA/ FPAC Certification within the first three years of employment.
  • Proficiency in Excel and experience working with financial management systems and disparate data structures.
  • Experience working with human capital data and strong skills in using reporting tools to create meaningful reports and projections.
  • Skilled in presenting financial data clearly and effectively to stakeholders at various levels, both in writing and verbally.
  • Reading and retaining information, and the ability to effectively communicate both orally and in writing.
  • Knowledge of, or ability to learn, organization policy objectives that enable and support modern business practices and optimized performance.
  • Knowledge of the current principles and practice of public administration, including budgeting and finance, governmental procurement, contracting, personnel and capital project management.
  • Knowledge of cost/benefit analysis and other statistical analysis methods.
  • Ability to plan, direct, manage and supervise programs and activities.
  • Ability to set goals, plan, and monitor multi-million dollar budgets.
  • Ability to establish and maintain effective working relationships with Senate offices and SAA departments.

Desired Qualifications 

  • Strong preference will be given to certified CPA/FPAC candidates.
  • Strategic & Analytical Acumen: Proven ability to analyze complex financial & operational data, identify trends, and deliver insights that inform long-range planning and budget justification.
  • Technical Proficiency: Advanced Excel skills and experience with financial management systems and data structures; experience and comfort working with human capital data; and advanced skills in reporting tools to produce meaningful reports and projections.
  • Project & Team Leadership: Experience supporting cross-functional financial initiatives and guiding others through task execution and analysis.
  • Communication Skills: Capable of clearly presenting financial data to stakeholders at various levels, including written and verbal briefings.
  • Values Alignment: Demonstrates integrity, initiative, and a collaborative mindset, with the resilience to manage competing priorities in a fast-paced environment.

Working Conditions

  • This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during government shutdowns, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted.
  • Primarily sedentary with occasional walking.
  • Ability to safely carry items under 25 pounds.
  • Requires long periods of computer use.
  • To meet the needs of the US Senate, the person(s) in this position will be required to be on call, and/or report on-site on a rotation or as required basis, within 24 hours.
  • Requires in-person or virtual presence during meetings and briefings with customers and staff.
  • To meet the needs of the US Senate, the person(s) in this position may be required to work extended hours, outside normal business hours, which includes but not limited to, holidays and weekends, as necessary.

Security Clearance

  • This position requires that the applicant obtain and maintain a Top Secret U.S. Government security clearance.
  • Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.

Education

Bachelor’s degree in Finance, Accounting, Economics, or Business Administration.
