Joining Customs & Border Protection (CBP) will allow you to utilize your expertise supervising inspections specialists, working individually and in teams, to plan and conduct varied inspections or other analytical assessments in support of the CBP Juvenile Coordinator. This position starts at a salary of $168,930.00 (GS-15, Step 1) to $195,200.00 (GS-15, Step 10). In this Supervisory Management Inspections Specialist position you will become a key team member of Homeland Security professionals involved in supervising and directing inspection projects, assessments, reviews, and evaluation of CBP's programs and operations related to juveniles in custody; planning, organization, and application of assessment techniques and methodologies required to perform in-depth and rigorous assessments of the effectiveness, efficiency, and adequacy of established CBP policies and procedures and internal controls across the CBP enterprise; and establishing and supervising special inspection projects directed by the Commissioner or CBP Juvenile Coordinator in response to federal litigation or other high-profile, nationally visible activities involving CBP program and locations.

Typical Work assignments include:

  • Supervising and directing the performance of multiple inspection and assessment projects that are being conducted concurrently in support of the CBP Juvenile Coordinator's monitoring and reporting duties.
  • Applying up-to-date knowledge of applicable laws, rules, regulations, and standard operating procedures, and supervising the development of an inspection protocol and methodology that will guide the timely completion of inspection project objectives.
  • Performing a full-range of supervisory functions that include but are not limited to: providing guidance to subordinates concerning organizational policies, procedures, and standards; planning work, setting and adjusting short term priorities, and preparing schedules for completion of work; assigning work to subordinates based on priorities and the subordinates' experience and capabilities; evaluating and accepting the work products of subordinates; giving advice, counsel, and instructions to subordinates on work and administrative matters.
  • Verifying appropriate research, such as the review of prior reports issued by the CBP Juvenile Coordinator, Management Inspections Division (MID), or external oversight entities such as the Department of Homeland Security (DHS) Office of the Inspector General (OIG) and the U.S. Government Accountability Office (GAO), is performed, reviewing reports, providing feedback on draft reports, and presenting findings to leadership.
  • Ensuring the timely development of internal inspections and assessment reports; reviews and provides feedback to subordinates on draft reports, and accepts such reports.

Qualifications

Specialized Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Implementing laws and regulations, court precedents, and current program instructions concerning juveniles; together with a proficient understanding of the relationships between these laws and regulations and those of other agencies with which CBP cooperates.
  • Planning, organizing, and preparing all phases of complex analytical assessments of CBP administrative, operational, and/or financial internal control process reviews and other analytical assessments.
  • Supervising and directing inspection projects, assessments, reviews, and evaluations of programs and operations related to juveniles in custody.
  • Developing, implementing, and monitoring inspection protocols intended to assess operational compliance.
  • Performing a full-range of supervisory functions that include but are not limited to: providing guidance to subordinates concerning organizational policies, procedures, and standards; planning work, setting and adjusting short term priorities, and preparing schedules for completion of work; assigning work to subordinates; evaluating and accepting the work product of subordinates; giving advice, counsel, and instructions to subordinates on work and administrative matters; resolving employee concerns; approving and rejecting leave requests; identifying ways to improve productivity or increase the quality of work directed; and adhering to regulations and laws governing equal employment opportunity (EEO).

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:

Additional information

Security Clearance: Individual must pass and maintain a background investigation that requires a Secret clearance, due to the sensitive nature of the various activities that are under the purview and oversight of this position in the Office of Accountability

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.

Leadership Training: All newly appointed GS-15s are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 5 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
