As an INSPECTOR GENERAL, GS-1801-13, you will plan, direct, and manage the programs of the wing Inspector General office. As an independent Inspector General, operates under broad authority and is required to make a multitude of decisions and recommendations without influence from command. Act as an independent extension of the wing commander, within all spheres of command responsibility and authority, and serves as their confidential representative. Directly manage and is responsible for all IG programs designed to assess and report a unit's readiness, economy, efficiency, effectiveness, and state of discipline to execute assigned missions. Develop short- and long-term strategic plans, goals, and objectives for the wing and IG staff that integrate IG programs to comply with Command and higher headquarters objectives. Develop the criteria for evaluating the effectiveness of both IG programs and inspection areas. Applies extensive knowledge of the Wing and Geographically Separated Unit (GSU) mission sets to develop policy and objectives that integrate IG programs in accordance with Wing Commander's intent, Joint Force Headquarters (JFHQ), multiple Gaining Major Commands (G-MAJCOMs), National Guard Bureau (NGB), Department of the Air Force (DAF), and Department of Defense (DoD) directives. Provides authoritative reports and recommendations to the Wing Commander for all areas of operations. Applies law, regulation, policy, and procedure to inspection and investigation to identify issues and develop new techniques and approaches. Establish, revise, or review policies, procedures, mission objectives, and organization design for the staff to eliminate work problems or barriers to mission accomplishment and implement quality improvements.


Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.

  • Employee must have no record of criminal punishment except for minor offenses or derogatory information contained in IG records as screened by the USAIGA and SAF-IG.
  • Position requires travel to support National Guard units statewide. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • Employee will be required to wear and use personal protective equipment as required and provided by the employer.
  • The incumbent of this position must obtain and maintain a Secret Clearance. Work may require access to higher classified information. Must be able to obtain and maintain the appropriate security clearance within one year of appointment.
  • This position is designated as Essential Personnel. May be subject to duty in preparation for a state emergency or disasters . This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

GENERAL EXPERIENCE: Must have experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively.

SPECIALIZED EXPERIENCE: Musthave 1-year specialized experience equivalent to at least the next lower grade with experience, education and training in managing which includes leading, directing and assigning work of personnel, making technical and executive decisions that direct planning and execution of wing level IG inspection activities. Operating under a broad mandate from the Wing Commander to conduct independent inspections and evaluations of all legally required and high-risk mission areas. Applying law, regulation, policy, and procedure to inspection and investigation to identify issues and develop new techniques and approaches. Planning and scheduling work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives as well as installation customer needs. Must be able to supervise, lead and manage others.

PHYSICAL DEMANDS: Work is primarily sedentary, but may require some travel, walking, bending, and carrying lightweight items, such as briefcases, notebooks, and work papers.

WORK ENVIRONMENT: The work is typically performed in a properly heated and ventilated, and well-lighted office setting. The work environment can involve moderate risks that require special safety precautions (e.g. steel toe boots, hearing protection) such as on-site inspections on the flight line, back-shop or around machine or moving parts.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

1. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the States, Territories, and the District of Columbia cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.

2. IAW AF guidance, incumbent must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment; must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations. Recommend completion of the NGB/IG Advanced Course within one year of appointment.

3. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
