This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Office of the Executive Director of Facilities Operations, House Office Buildings (HOB), Administrative and Operational Support Section. The incumbent provides management and program analysis support to the Administrative Officer on the Jurisdiction’s program operations.

Duties

Help

The tour of duty for this position ranges between Monday - Friday 8:00 a.m. - 6:00 p.m.

The scope of functions includes workforce analysis, operating program analysis and records management.

Duties include, but are not limited to:

Human Resources Management 

  • Provide advice on agency-wide HR policies, procedures and guidelines and the Architect of the Capitol (AOC) Collective Bargaining Agreement. 
  • Conduct studies to identify possible problems and recommend Human Resources actions.
  • Provide advice and insight on Human Resource actions and analyze how they impact House of Buildings (HOB).
  • Review and evaluate all Human Resource requirements of the organization and recommend appropriate actions.
  • Evaluate the overall costs for time and attendance, leave, worker’s and unemployment compensation and medical surveillance programs and determine improvements to provide the most cost effective and efficient reduction in program costs.

Program Analysis

  • Conduct reviews of HOB functional programs to determine if they contribute to efficient and effective operations.
  • Analyze and evaluate in quantitative and qualitative terms the effectiveness of program operations in meeting established HOB goals and objectives.
  • Evaluate organizational program methods and procedures.
  • Assist with functional management reviews and evaluate program compliance with AOC policies and procedures.
  • Provide input for developing and implementing functional short- and long-term goals.
  • Provide advice to management on the effectiveness and productivity of overall program operations.
  • Develop management and program evaluation plans, procedures and methods in support these processes.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. 

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level in the Federal service. Examples of specialized experience for this position include:

  • Conducting studies of administrative and functional work processes to identify, analyze and recommend solutions to deficiencies in organizational structure, staffing, administrative procedures, work processes and workload distribution;
  • Developing project plans, planning and organizing the study, coordinating with staff and line management personnel and conducting all phases of the project to gather clear-cut factual evidence of ineffective workflow and/or non-compliance with organizational regulations; and
  • Presenting briefings on issues and corrective actions both orally and in writing to leadership on recommendations to resolve problems of ineffectiveness and inefficiency of program operations.
