Duties

Help

  • Serve as the focal point for planning, management, and coordination of life cycle logistics support for a major weapon system or subsystem.
  • Manage, monitor, evaluate, and coordinate Integrated Product Support Elements plan implementation.
  • Serve as the senior technical advisor on contracts.
  • Serve as the senior representative and spokesperson in communicating program matters.
  • Assess the logistics impact of acquisition programs, identifiy overall logistics tasks to be performed and takes actions to meet requirements.

  • PHYSICAL REQUIREMENTS - The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work
  • WORK ENVIRONMENT - The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated
  • This is an acquisition coded position. Selectee must complete required certification level 1 - Foundational in Life Cycle Logistics within 24 months of assignment
  • The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position
  • Employee is expected to meet Continuing Acquisition Education requirements

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, ADMINISTRATIVE AND MANAGEMENT Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.


SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days, will have 52 weeks (one year) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11) level or equivalent (grade level, pay schedule, pay band, etc) and is described in detail in their resume. An example of creditable specialized experience includes: assisting with planning, managing and coordinating cradle to grave life cycle logistics, determining support requirements, aiding with evaluation of the status and effectiveness of the program support and recommending changes to policy, representing higher level officials as necessary. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support.
  • Knowledge of theories and principles of Integrated Product Support Elements planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program.
  • Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition.
  • Knowledge of contractual processes, procedures, and technical requirements.
  • Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
