Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.
This is an Air Reserve Technician (ART) Officer position located at 914 MISSION SUPPORT GP with the military rank of Major (O4), AFSC:097EO. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.

The primary purpose of this position is: To serve as an Air Reserve Technician (ART) officer, to serve as the Executive Officer for the group senior ART.

Duties:

  1. Serves as the executive advisor on programs and initiatives within the group.
  2. Performs a variety of staff studies concerning group programs and program support effectiveness resulting from regulatory changes, new technology, program/mission changes, recurring requirements, and others.
  3. Presents briefings and written correspondence that considers the composition of the audience, knowledge level and desired outcome when composing the material identifies problems, both in broad and detailed terms, and attempts to resolve conflicts through persuasive discussions with responsible members in a meeting or working group.
  4. Manages group resources for executive support, services and activities.
  5. Maintains oversight of and has overall responsibility for the inspection program as it relates to thegroup and directs the conduct of inspection activities

Qualifications

OBLIGATED: This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations, knowledge of pertinent laws, regulations. policies and precedents which affect the use of program and related support resources in the area studied, knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization,

OR

EDUCATION: Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position or an LL.M., if related. NOTE: You must submit a copy of college transcripts.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of college transcripts.

FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the deliberate planning process, procedures, and requirements and the military philosophical concept behind the process. Knowledge of logistics principles, and practices and organization.
  2. Ability to recognize the interrelationships of the various aspects of operating programs and skill in integrating and analyzing such information in order to evaluate overall program status.
  3. Ability to gain cooperation from others through tact, courtesy, and diplomacy. Ability to communicate effectively both orally and in writing.
  4. Ability to analyze the requirements identified by logistical functional areas and to coordinate and integrate the requirements through the application of automated data systems.
  5. Ability to review documents records and reports to ensure conformance with generally accepted principles, new operating procedures, and revised regulations.
  6. Knowledge of the functionality of transportation systems (i.e., DCAPES, JOPES, SORTS, etc.) and other systems which interface/relate to this system to effectively manage readiness exercise planning data.
OTHER SIGNIFICANT FACTS:
  1. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
  2. May be required to travel by military of commercial aircraft in the performance of TDY assignments.
  3. May be required to work overtime, unusual of extended tour of duty.
  4. Performs other related duties as assigned.

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
