Duties

Help
  • You will perform a full range of contracting functions including awarding, administrating, negotiating, terminating and closing out various types of cost and fixed price contracts.
  • You will review requests for procurement of simple to complex ship repair projects.
  • You will recommend revisions and decide adequacy of the justification for sole source and for less than full and open competition (from a contracting standpoint) and may be required to discuss the analysis with the legal office.
  • You will prepare solicitation documents, incorporates routine provisions (i.e., cost accounting standards, requirements for technical proposals, cost and price data requirements, and socioeconomic programs).
  • You will determine contractor eligibility to propose and whether or not sufficient competition is available in the immediate area or whether the area of competition needs to be expanded for adequate competition.
  • You will analyze operations, methods, and procedures in order to recommend changes necessitated by revision in policy, procedures, or procurement management concepts.
  • You will administer an assigned group of fixed price, cost reimbursement, indefinite delivery type contracts, and other types of contracts awarded to Master Ship Repair (MSR) and Agreement for Boat Repair (ABR) contractors.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Incumbent must be certified at DAWIA Level II in the contracting field within 24 months of assignment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Professional Contract Specialist performing contracting services such as awarding, administrating, negotiating, terminating, and close out for various types of cost and fixed price contracts.

GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Professional Contract Specialist assisting with contracting functions to support the assembly of contracts and performing limited contract administration.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

In lieu of the specialized experience, you may qualify with the following education:

For GS-09:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full academic years of progressively higher-level graduate education
OR
Successful completion of an LL.B or J.D
OR
A combination of experience and graduate education as described above that equates to one year of experience.

For GS-07
Successful completion of one full year of graduate level education or law school
OR
Successful completion of a bachelor's degree with superior academic achievement
OR
A combination of experience and graduate education as described above that equates to one year of experience.
