A DISTRIBUTION FACILITIES MANAGER (T5), GS-2030-12, . This involves full and final responsibility for developing and managing complex activities centered around medical equipment set ordering (and re-builds), and Class VIII resupply to include controlled substances for National Guard elements in all 54 States and Territories to include 27 Civil Support Teams (CST). Charged with the authority to implement and enforce policy for these activities. The incumbent receives limited supervision from, but is ultimately responsible to the Branch Chief of Resource Management, Office of the Chief Surgeon, NGB, while administratively reporting to the MNNG USPF&O for daily operations. Storage/Distribution Management. Serves as Manager of the NGB MEDLOG Warehouse overseeing an average of 650,000 transactions a year. Operates independently of established supply chains in effort to run an economical and efficient distribution facility. Utilizes a unique automated supply system developed for the MN Class VIII Warehouse, Prime Vendor programs, Federal Supply Systems, and other unestablished vendors to purchase requested formulary and non-formulary drugs. Develops and manages local & national standard operating procedures. Computes peacetime and mobilization requirements to provide mobilization support to all deploying units, and ensures Class VIII supply availability. Manages the Ground OPTEMPO funding reserved for Class VIII for all 54 states and territories, as well as 27 Civil Support Teams (CST). Determines priority of effort among 54 states and territories for ordering of medical sets and Class VIII supplies to include controlled substances. Analyzes supply data, customer reviews, and reports to identify trends, initiating/recommending studies, and corrective action and program improvements. (40%)

2. Develops, plans, administers and evaluates medical supply programs and policies based on guidance issued by the Office of the Chief Surgeon, NGB to sustain/improve supply posture during crisis situations and in support of contingency/mobilization efforts for the Army National Guard. Based on review and analysis of both DA and MEDCOM master mobilization plans, develops mobilization materiel requirements to support contingency operations in the event of national or local emergencies. Provides technical assistance and advice to the 54 states and territories on medical kits and Class VIII ordering and distribution matters. Coordinates support initiatives in concert with representatives of National Guard Bureau (NGB), Defense Logistics Agency (DLA), US Army Medical Materiel Agency (USAMMA), Medical Command (MEDCOM), Army Material Command (AMC), Central Region Medical Command (CRMC), and primary vendors. Coordinates and integrates supply, procurement, inventory management, quality assurance, Defense Health Agency standardization goals and hazardous material disposal activities into an overall support effort. Monitors the Hazardous Materiel Program by identifying waste materiel, designating for disposal and disposing of according to EPA state and local rules and regulations (25%)

3. Personnel Management. Through subordinate supervisors, is responsible for the activities of civilian and contract personnel, grades WG-06 to GS-11. Performs the full range of supervisory functions, to Include: establishing work methods and priorities; determining subordinates' duties, ensuring positions are properly classified; initiating fill requests, interviewing candidates and making selections, establishing performance standards, evaluating/rating performance, planning and assigning work, identifying development/training needs and making provisions for such development, as well as hearing and resolving employee complaints. Directs and coordinates, through subordinate supervisors, work of employees engaged in activities including acquisition, receipt, storage, issue, warehousing, surveillance/inspection, quality control, salvage of material, controlled substance management, temperature sensitive materials (Cold Chain Management), and mobilization and readiness medical preparedness and prepositioning. Implements specific and general provisions of government-wide and installation programs (i.e., Equal Employment Opportunity (EEO), Personnel, etc.) and obtains information from responsible subject matter specialists.   • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:

Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. GS-12 (and above) - 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training determining the suitability and usefulness of storage facilities. Experience advising, resolving problems and planning for anticipated changes. Experience determining objectives and setting priorities. Experience preparing and installing simplified methods and new or revised procedures in a distribution or storage facility. Experience analyzing surveys and providing technical assistance in determining the use of storage areas and the allocation of storage space.

  • Area 1: Current On-board Title 5 Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Minnesota National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Minnesota National Guard or Office of Personnel Management agency.
  • Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency.
