Duties

Help

  • Plans, organizes, and oversees the activities of the Resources and Analysis Division and reports to J6 Director (a General/Flag Officer). Supervises division personnel consisting of 15 civilians/ military members and over 300 contractors performing work such as C4I program management and support, management analysis, budget/financial management, supply/inventory management, postal operations, personnel/manpower management, records management, contract management/administration, and other administrative support work. Develops goals and objectives that integrate organization, resources, and analysis objectives.
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives. Ensures reasonable equity among units of performance standards developed, modified, and interpreted and rating techniques developed by subordinate supervisors.
  • Represents the CCJ6 Directorate and Resources and Analysis Division with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with HQ USCENTCOM Directorates, USCENTCOM Component and Joint Task Force staffs, Office of the Secretary of Defense (OSD) FOIA office, the Joint Staff J-6, J8, J4, JA and J-1, and Comptroller activities, other Combatant Commands, Contracting Offices, the National Archives and Records Administration, commercial vendors, and Allies.
  • Plans and organizes C4 acquisition activities and manages service contracts supporting the CCJ6 Directorate. Researches, interprets, analyzes, and applies Federal, DoD and Air Force guidelines, Federal Acquisition Regulation (FAR) and its supplements, Chief Information Officer policy and guidelines, business and industry practices, market trends, General Accounting Office (GAO) and Comptroller General decision, public law, and case law and precedents. Establishes policies and procedures for efficient and successful accomplishment of the acquisition to include planning solicitation, negotiation, source selection, award, administration and termination of contracts and the efficient use of resources to achieve "best value" outcomes.
  • Plans, organizes, and directs activities that support the directorate on personnel/manpower matters and the command on records, information management, and postal planning. Manages the personnel management program and the cross service validation program. Researches, interprets, analyzes and applies joint and service directives, policies, and regulation of the joint manpower personnel system process.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes directing a broad, multifaceted program segment that provides critical administrative, analytical, and technical support for an organization. To include reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization and establishing metric and analysis systems for branches and sub-elements managed to assess efficiency, effectiveness, and compliance with regulatory procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of DOD, Joint Command, and Air Force organization, mission, practices, guidance, and policy to supervise and direct project management, management engineering, human resources management, postal operations, records and document management, inventory control, financial management, cost and performance analyses, budget administration, acquisition management, and contract administration.

2. Knowledge and ability to manage or direct complex organizations and programs, including appropriate supporting service organizations, through the effective application of executive skills.

3. Working knowledge of telecommunications and information technology (IT) (computer network, email, telephone, etc.) practices, procedures, policies, standards, and operational requirements to ensure adequate support is provided to these activities.

4. Knowledge of safety and security regulations, practices, and procedures.

5. Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors.

6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional Conditions of Employment:

  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive (special sensitive, critical sensitive, or non-critical sensitive) positions presents a clear threat to the mission of USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • Work may occasionally require travel away from the normal duty station (CONUS or OCONUS) on military or commercial aircraft, and destinations may be in field conditions and/or combat zones. Position requires accompanying the CCJ6 staff and performing assigned duties in both exercise and actual wartime situations. This may require operation in both field conditions and a combat zone.
  • This position must possess both knowledge of and experience with communications, Information Technology, information systems products and services, financial planning, postal planning, and general contracting knowledge. An advanced degree in Information Resource Management, Business Administration, or Public Administration is desired.
