  • Serve as Agency/Organization Program Coordinator (A/OPC) for the Government-wide Purchase Card Program, Quality Assurance Program Coordinator, Policy Reviewer, and/or Small Business Specialist, as required.
  • Develop and use a variety of manuals, instructions, and training material for contracting and functional personnel to inform, clarify, explain and implement regulatory policy changes, and/or to note recurring errors observed during contract/file review.
  • Represent the organization with a variety of installation and functional area organizations.

  • This is a Centrally Managed position under the Contracting Career Field.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain a appropriate security clearance.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
  • May be eligible for General Overseas Allowances and Differentials.
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This is an acquisition coded position. Selectee must complete required certification level 1 in Contracting within 24 months of assignment.
  • Position requires Unlimited Warrant, as analyst will be providing guidance and training to Warranted Contracting Officers on a regular basis

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, 1102, Contracting Series IOR.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. Please provide copies of unofficial transcripts with application.

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade GS-11, NH-02, or equivalent in other pay systems. Examples of specialized experience include the ability to perform clearance reviews of solicitations and contracts for high-dollar/complex acquisitions; to develop and implement contracting policies and procedures; and to provide technical advice and guidance and counsel to acquisition and contracting personnel.
In addition to meeting, the basic educational requirement as well as the Specialized Experience requirement, applicants must have:
Basic Qualification Requirements for Contracting Officer Positions:
1) Have at least two years of experience in contracting positions; and
2) Have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of procurement regulations and principles, Federal Acquisition Regulations, Executive Orders, DOD, Air Force and MAJCOM policies, regulations, and procedures and a wide range of contracting methods and types.
2. Skill in fact-finding, problem resolution, and development of concrete action plans to solve problems.
3. Ability to communicate effectively, both orally and in writing, clearly, concisely and with technical accuracy.
4. Ability to plan, organize work, and meet deadlines.
5. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.

PHYSICAL EFFORT: The work is sedentary. May require some walking, standing, bending, carrying and/or lifting of light items like papers or books. No special physical demands are required to perform the work.

WORKING CONDITIONS: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated, and ventilated.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. ACTIVE-DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active-duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date.
