Summary

The incumbent serves as Supervisory Mobility Transportation Specialist at the Martinsburg Veteran Affairs Medical Center in West Virginia under Facilities Management Service.. This position manages the transportation program to include: supervision of transportation assistants drivers, fleet manager, and other related staff (i.e. dispatcher, program support assistant). Incumbent reports to Chief, Facilities Management Services (FMS).

Help

This position is to manage Martinsburg Medical Center Veteran Transportation Program, which includes: Special Mode Transportation and Veterans Transportation Service. Incumbent is also the primary Medical Center representative to State Transportation Department; regional governmental agencies involved in transportation, Area councils of Government, Area Agencies on Aging, and local agencies and transportation providers for the purpose of developing a network of transportation resources for VA beneficiaries through collaborative agreements and Memorandums of Understanding. The position provides advice to Leadership and managers related to complex transportation program. Incumbent is required to maintain an in-depth administrative knowledge and complex managerial skills to support transportation for Veterans with medical and mental health needs.

Duties include but are not limited to:

  • Assures and oversees the scheduling of routine, urgent and emergent transportation for veterans, matters related to resources allocation, program development, supervision, managing the Special Mode Transportation audit processes/policies/procedures guides/remediation/reporting.
  • Fund Control Point management, inter-service collaboration, community resources development with internal and externa coordination that may involve multiple state, regional and local agencies, and analytical assessments.
  • Establishes guidelines and performance expectation for staff.
  • Resolves informal complaints.
  • Reviews, approves, disapproves leave request.
  • Adjust work procedures among administrative staff according to the workload of each program.
  • Planning, developing, evaluating, marketing and directing administrative activities in multiple programs related to transportation systems for metropolitan as well as rural/remote beneficiaries.
  • Develop, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures.
  • Acts as the advisor to Medical Center leadership and managers regarding VHA directives, policy, Medical Center Policies and Standard Operating Procedures concerning Special Mode Transportation and Veteran Transportation Service matters to assure efficiency and customer satisfaction.
  • Establishes and maintains knowledge of and cooperative relationships, including the development of formal Memorandums of Understanding with State Departments of Transportation, Area Councils of State Veteran Service Agencies on aging, Community Transit providers, Veterans Service Organizations, State Veteran Service Agencies, County Veteran Service Agencies and other various groups and organizations, such as stakeholders, other hospitals, universities, public health officials and organizations.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/17/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervisory Mobility Transportation Specialist - Mobility Manager, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes: fleet management and/or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership/supervision, instruction/counsel to employees. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
  • Education: Applicants may substitute education (Transcripts Required), To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist - Mobility Manager position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: Transcripts must be submitted with your application materials.   • Combination: Applicants may also combine education (Transcripts Required). Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level. Physical Requirements: he work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center.
