Duties

Help

The Office of Information Technology (OIT) supports all aspects of information technology for the SEC and employees. It has overall management responsibility for the SEC's IT program including application development, infrastructure operations and engineering, user support, IT program management, capital planning, security, and enterprise architecture.

Typical duties include:

  • Developing and maintaining the agency's technical strategy and roadmap working with stakeholders from infrastructure, operations, cybersecurity, and business management.
  • Developing diverse teams to build and maintain applications that balance commercial-off-the-shelf (COTS) products and in-house developed (custom) applications, with an emphasis on cloud.
  • Streamlining and improving technical processes and governance to reduce administrative overhead, eliminate redundancies and optimize investments.
  • Creating new, and streamlining existing, processes in which new technology can be evaluated in concordance with the agency's technical strategy and roadmap.
  • Ensuring cybersecurity is fully integrated into all phases of the IT lifecycle, promoting secure-by-design principles and accelerating the secure deployment of new technologies.
  • Supporting and balancing of internal customer (Divisions and Offices) technology needs with the Office of Information Technology's portfolio of approved software, systems and platforms

  • PROBATIONARY PERIOD: This appointment may require completion of a one-year probationary period.
  • SECURITY CLEARANCE: Entrance on duty is contingent upon completion of a pre-employment security investigation. Favorable results on a Background Investigation may be a condition of employment or selection to another position.
  • DRUG TESTING: This position may be subjected to drug testing requirements.
  • PERMANENT CHANGE OF STATION (PCS): Moving/Relocation expenses are not authorized.
  • DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
  • This position is not in the collective bargaining unit.
  • If selected, you will accrue 8 hours of annual leave per pay period for the duration of the temporary promotion. You will be returned to your original annual leave accrual at the end of the appointment.
  • This temporary promotion may lead to a permanent appointment.
  • SUPERVISORY/MANAGERIAL PROBATIONARY PERIOD: This appointment may require completion of a two year supervisory/managerial probationary period.
  • This temporary promotion may be extended OR it may end at any time during the course of the assignment at the discretion of management.
  • If selected, you may receive a salary increase for the duration of the temporary promotion. If the temporary promotion ends, you will be returned to your original salary at the end of the appointment.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENT:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement

SO-01: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level:
  1. Managing technical strategy, information technology roadmap and projects within an information technology organization and/or managing the implementation of multiple large-scale technology projects at a financial services regulator or industry organization; AND
  2. Developing and maintaining business applications, including the creation and refinement of policies, processes, and measurements to assess and improve the efficiency and effectiveness of application development; AND
  3. Developing and implementing innovative strategies, plans and roadmaps for improving business processes, business application development, and technology advancements; AND
  4. Championing a user-centric approach to technology development and support, ensuring that end-user experience and service excellence are core pillars of the agency's technology modernization strategy
