Summary

Incumbent serves as a Support Services Program Manager supporting Fleet and Family Readiness (FFR) Programs (N9), including Morale, Welfare, and Recreation (MWR), Child and Youth Programs (CYP), and Warfighter Services (WFS) and is responsible for directing the development, coordination, and management of NAF support services to include facilities maintenance, warehousing, marketing, financial management, budgeting, and internal control.

  • Assesses, evaluates and ensures Strategic Plans are incorporated in budget projections, integrates plans into department, command, and regional strategies and evaluates, monitors and reports on financial, readiness, operational and program performance.
  • Manages the formulation, presentation, execution and review of MWR budget and financial programs, conducts studies of financial, personnel and resource management and identifies, defines, and explains actual or potential problems, trends or deviation from projections through data collection and analysis.
  • Uses best business practices to identify efficiencies and process improvement initiatives to streamline operations. Provides expert advice to management regarding Navy Fleet Readiness Business and Operational Standards. Evaluates and interprets policies and procedures. Develops, coordinates, obtains approval and promulgates Fleet Readiness plans and procedures for implementation into daily operations.
  • Plans and coordinates program requirements, including special projects. Uses project management principles, monitors and initiates actions to continually improve operations and customer service.
  • Integrates the Department's business systems and support services into an overall, comprehensive management advisory and control system, which assures maximum benefit for present and future financial resources and program operations. Develops long and short range operational plans to reverse unfavorable trends. Keeps IN9 and N92 informed of relevant issues and problems.
  • Serves as the lead for process improvement initiatives within the N9 program.
  • Serves as the Contracting Officers Representative (COR) on non-personal services, administrative, acquisition and some NAF facilities improvement initiatives. Provides oversight for installation APF and NAF administration of funds and internal control processes that ensure fund security and accountability.
  • Uses of a variety of management information systems, including SAP (primary data tool), Kronos, RECTRAC, FOODTRAC, CYMS, and other technologies that support the NAF programs.
  • Ensures accomplishment of surprise cash counts, control of petty cash, review of Uniform Management and Funding (UFM) eligibility, MIC assessments, overage/shortage controls, fixed asset inventories, warehouse inventories, to meet internal control requirements.
  • Liaison for CNIC and Inspector General financial and compliance audits. Drafts responses to local and CNIC reviews of MWR and CYP programs.
  • Provides technical guidance to NAF managers in analyzing financial reports for the NAF fund, inventory accountability, procurement, receiving, financial transactions, and ensuring accuracy and integrity in processes. Reviews APF and NAF purchase orders, Blanket Purchase Agreement requests, and other contracting and obligating documents. Reviews and/or assigns cost codes, or lines of accounting. Monitors operational grants. Reviews and works with Region N94 accounting team for reconciliation on Balance Sheet and Profit and Loss general ledger accounts.
  • Prepares detailed analyses, justifications, narratives, summaries, budget estimates, projections, special and recurring reports, correspondence, briefings and other presentations of past, current, and future financial execution, budget projections, and other resource management reports.
  • Develops and provides data gathering methods that result in comprehensive NAF and APF financial business case analysis and reporting processes to the Installation N9 and program managers.
  • Manages and directs a maintenance repair and improvement program for all NAF facilities, sports fields, green space, courts, and outdoor areas at Capodichino, Gricignano Support Site, Carney Park, and NSAND Gaeta.
  • Develops short and long term maintenance plans and schedules for all facilities which correspond with their seasonal and special event requirements without impacting program and facility use.
  • Establishes, executes, monitors and adjusts internal processes to identify, document, and prioritize work to meet needs while staying within budget. Ensures system is responsive to emergency trouble calls.
  • Incumbent is responsible for the professional performance and development of the N94 personnel which includes direct reports of one Marketing Director (NF-1035-04), one Warehouse Manager (NF-1101-04), one Lead Foreman (UA-4749-05), one Secretary (UA-0318-05), one Lead Cashier (NF-0530-02), two Hazmat/Mail Couriers (NF-0303-02). Through subordinate supervisors oversees positions with various classifications, including two marketing specialists, two material handlers, three supply techs, two motor vehicle operators, and thirteen maintenance staff.

  • Must possess and be able to maintain a current and valid U.S. state driver's license.
  • This position requires a National Agency Check with Inquiries.

Qualifications

  • Knowledge of Navy Fleet and Family Readiness program goals and objectives to the extent that the incumbent could plan, execute, and evaluate the work of program accomplishments.
  • Knowledge of the range of administrative laws, policies, regulations and precedents applicable to the administration of Navy shore establishments.
  • Knowledge of practices, methods, and techniques to independently plan and conduct evaluations of the business operations and the ability to apply sound and independent judgment in the solution of financial and business problems.
  • Knowledge of business management principles, practices, and techniques as they relate to the primary functions of the support services department to include finance and accounting, human resources, information technology, acquisitions, facilities projects, marketing, advertising and sponsorship, and project management.
  • Knowledge of NAF and APF MWR managerial, financial, personnel, marketing, IT and employment policies and programs.
  • Knowledge of the principles and practices of the MWR operating programs and the interrelationships in order to provide qualitative and quantitative assistance to various MWR business activities and to recommend long-range MWR program changes, new construction projects, and adjustments in operating programs and procedures.
  • Knowledge of CNIC's organizational structure, functions, and mission.
  • Skill in analyzing and interpreting a wide variety of issues and formulating solutions.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Skill in projecting and anticipating MWR activity objectives and the effects of proposed changes within the programs.
  • Skill in analyzing policies and program data, delineating, and assessing objectives, recommending strategies based on work operations, available resources, cost effectiveness, and progress or results desired.
  • Skill in making clear, concise, and effective oral and written reports to present findings, obtain acceptance of recommendations regarding controversial issues and to provide necessary information.
  • Ability to apply qualitative and quantitative techniques for measuring and improving effectiveness, efficiency, and productivity of assigned programs.
  • Ability to and skill in providing financial advice and directing a complex, multifaceted NAF and APF financial program.
  • Ability to apply a variety of analytical methods and evaluative techniques in gathering, analyzing and evaluation issues, organizational problems, and other data to develop appropriate proposals and recommendations.
  • Ability to meet often rapidly changing deadlines.
  • Ability to perform the full range of supervisory duties.
  • Ability to interpret policies and procedures from higher authorities.
  • Ability to communicate ideas effectively and persuasively both verbally and in writing.
