This position is in the Department of Education (ED) Federal Student Aid (FSA), As an Information Technology Specialist "Test Manager", GS-2210-15, you will be responsible for:

  • Executing of the full product life cycle using modern solutions for product delivery and leading cross-functional teams including designers and software engineers to deliver products and service in an iterative manner meeting the mission and user needs.
  • Leading major initiatives, provide consultation on systems or policy proposals, and to expand adoption of modern technology and approaches to enable rapid execution against FSA missions and to provide technical, policy, and programmatic guidance FSA leaders at the most senior level. 
  • Engaging with business owners, subject matter experts, and stakeholders to garner their insights and expertise, and balancing stakeholder needs and requests with user needs and product priorities. 
  • Advocating on behalf of the user to the development team and translates customer language into product features meeting the needs of users, while regularly collaborating with teammates in product, design, and engineering.
  • Providing information for management by preparing short-and long-term product forecasts and special reports and analyses, answering questions and requests.

Qualifications

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-15, if you possess the specialize experience.

Specialized Experience for the GS-15
One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:

  1. Experience leading a multi-disciplinary project involving the design, development, or testing of new system software. 
  2. Experience serving as a product test manager, overseeing system software testing in a federal agency.
  3. Experience communicating technical information, technology concepts, of business practices to non-technical audiences.

Basic Experience Requirements:

 You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below. 

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).   1. Skill in leading a multi-functional development project in software testing and implementation for a new system or major enhancement to an existing IT system. 
  2. Skill in state-of-the-art tools, methods, and methodologies for testing and deploying IT services.
  3. Skill in leading high performing ad hoc teams to accomplish goals, developing and maintaining effective team relationships, and contributing to team's performance and success. 
  4. Ability to build consensus through give and take, gaining cooperation from others, and facilitating "win-win" situations. 
  5. Ability to present recommendations to higher authority, to obtain compliance with policies from activities, and to articulate positions/policy of technical complexity. 

Education

Education cannot be substituted for experience for this position and grade level.
