Duties

Help

- Receives, inspects and processes originating and terminating general and special handling cargo.

- Performs a broad range of materials handling assignments/activities, such as receiving, inspecting, storing, selecting, transporting DTS material.

- Operates/inspects heavy gas/diesel powered forklifts, Mechanized Material Handling System (MMHS), 463L MHE, special/general-purpose vehicles, warehouse tug, tractor and trailer, K-Loaders, step/stair trucks, water trucks, latrine servicing trucks, to include those over 32K gross volume weight (GVW); loads and services aircraft

- Performs various related support duties involving the inspection, aircraft cleaning, and loading activities.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Must be able to work at elevated heights, up to 237" off the ground.
  • Incumbent will be required to pass a pre-employment physical.
  • May be required to receive vaccinations as an occupational health precaution due to potential exposure to bio-medical hazards (i.e. blood borne pathogens).
  • Direct Deposit: All federal employees are required to have direct deposit.
  • May be required to work other than normal duty hours, which may include evenings, weekends and/or holidays. Subject to shift work, rotating shifts, uncommon tours of duty, and emergency overtime.
  • As required, may train and/or guide other employees, Air Force Reservist/Air National Guard personnel on weekend and/or annual training.
  • The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively.
  • This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6900, Warehousing and Stock Handling Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of an AIR FREIGHT SERVICE WORKER without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1\. Knowledge of Department of Defense (DoD), Department of Transportation (DoT), domestic/international policies, principles, practices and techniques for the transportation/handling, safety and security of hazardous, special and general cargo and mail and knowledge of Joint Inspection applications, techniques and qualifications.

2\. Knowledge and application of the regulations, instructions, procedures, and work methods governing the preparation, inspection, storage, and loading of hazardous materials, explosives, ammunition, and other items requiring special handling for air, water, and surface movement.

3\. Knowledge of cargo aircraft configurations and limitations and of cargo handling and hauling and techniques for safeguarding and protecting cargo. Skill in using hammers, snips, screwdrivers, pliers and other hand tools to unpack or disassemble boxes and crates.

4\. Knowledge of accepted warehousing methods/functions/configurations, inventory procedures, storage/segregation requirement, material handling techniques, and documentation requirements. Ability to interpret, apply and communicate oral and written instructions, specifications and technical/operating manuals and the use of organizational supporting computer systems.

5\. Knowledge of traffic and safety regulations, practices, and procedures pertaining to motor vehicle and forklift operation including those specific to aircraft loading vehicles.

6\. Knowledge of and skill in operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of more than 32,000 pounds such as general purpose vehicles, aircraft loading vehicles, truck tractors with semi or full trailers, or the elevating transfer vehicle (part of the mechanized material handling system) to move, stack, un-stack, load, and unload materials in and about warehouses, storage areas, loading docks, vehicles, and aircraft.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PHYSICAL EFFORT: The work requires walking and standing for prolonged periods of time; and bending, stooping, and pushing and pulling heavy material. The work requires working on hard surfaces and lifting and carrying weights up to 50 pounds. May handle heavier items with weightlifting equipment or with assistance from other workers.

WORKING CONDITIONS: Work is performed inside a warehouse or storage environment and outside in containment areas or flight line on a year-round basis. Subject to cuts, bruises, abrasions, and scrapes in moving or handling materials and equipment and to hazards involved in working in proximity to moving equipment such as forklifts, trucks, cranes and other material handling equipment. Employee may be subject to hot, damp, cold, windy or poorly lighted areas or exposed to dust, dirt, grease, solvents, and high noise areas. May be required to wear personal protective equipment (PPE) such as hard hats, protective clothing, steel-toed shoes, gloves, mask, eye protection and hearing protection devices.
