Research & Data Analysis duties include but are not limited to:

  • Develops information capability architecture, solves complex and difficult technical problems, and adapts to rapidly changing requests for analysis.
  • Conducts quantitative analyses of data utilizing dynamic models and techniques associated with multivariate statistics, and matrix analysis.
  • Serves as the data scientist on multidisciplinary teams and is assigned a major segment of the overall analysis for highly complex programs.
  • Applies broad range of data analysis, mathematics, statistical analysis, modeling, simulation, or other scientific concepts, principles, and standards, methods, practices, and procedures to achieve outcomes.
  • Applies expert knowledge of data science tools, including scripted languages (such as R, Python, SQL, and JavaScript), analytics platforms, and open source/commercial off the-shelf solutions.
  • Applies expert knowledge of data visualization tools (such as Qlik or Tableau).
  • Assists team members engaged in studying FFR programs under the purview of CNIC Headquarters (HQ).
  • Works with large and complex data sets to perform extensive analysis of volumes of data.
  • Designs and coordinates surveys for various programs and monitors their progress.
  • Designs and delivers frameworks to facilitate data development.
  • Initiates data collection, research, and trend identification, and preparing summaries and reports to illustrate program statistics and findings.
  • Uses various data integration services and data visualization tools to accurately represent data.
  • Recognizes and modifies problems in research methodology.
  • Compiles and analyzes numerical information.
  • Initiates and completes action to improve the quality of data collection, as it relates to program execution, performance, and outcomes.
  • Initiates assessments of FFR programs and overall performance that may be required to utilize innovative techniques by applying methods developed for other purposes.
  • Uses technical expertise with automated data collection and reporting systems to accomplish work.
  • Uses familiarity with procedural standards and regulations specific to Navy research instructions and processes for various areas of research.
  • Provides technical guidance to direct the efforts of personnel who assist in data collection and analysis.
  • Applies probability theory, linear programming, and other operations research techniques to the prediction of reliability degradation and the mathematical simulation of performance.
  • Conducts analysis of alternative ways to improve operations.

Qualifications

  • Four years of specialized experience performing statistical analysis work to include collecting, computing, and analyzing statistical data, and applying statistical techniques.
  • Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs and operations.
  • Knowledge of laws, Department of Defense (DoD) instructions, directives, policies and procedures pertaining to FFR.
  • Knowledge of data science tools, including scripted languages (such as R, Python, SQL, and JavaScript), analytics platforms, and open source/commercial off the-shelf solutions.
  • Knowledge of data visualization tools (such as Qlik or Tableau).
  • Knowledge of military lifestyle and military community support programs.
  • Knowledge of military systems, communities, and resources available to members, civilians, family members and contractors.
  • Knowledge of terms of use and privacy transfer agreements and data exchange concepts.
  • Skill in applying analytical and evaluative methods and techniques in the development of new procedures and approaches to identify and resolve significant issues and problems of a unique nature.
  • Ability to examine large data sets to identify data elements for use in key metrics and KPIs.
  • Ability to articulate data requirements to data engineers.
  • Ability to summarize statistical findings in presentation format for high-level briefings.
  • Ability to build dashboards in collaboration with Program Managers and contractors.
  • Ability to understand and use the fundamental concepts and techniques of operations research methods of analysis.
  • Ability to demonstrate the use of organizational skills with particular emphasis on attention to detail, ability to negotiate, and ability to work under time pressure without compromising quality of analysis.
  • Ability to function autonomously with diverse personnel, agencies, and administrators.
  • Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
  • Ability to communicate effective both orally and in writing.

Education

A qualified candidate possesses one of the following:

A bachelor's degree in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
A combination of education and experience. Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience.
