This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serve as a Public Safety Telecommunicator dispatching Fire, Emergency Medical Service (EMS), and Law Enforcement (LE) responders for USAG Dugway, Directorate of Emergency Services, Police/PM Division on Dugway Proving Grounds, UT.

Duties

Help
  • Monitors and logs status and availability of assigned and unassigned police, fire, and medical field units to assure an appropriate response is made. Updates information for medical, police and fire personnel en-route to call.
  • Maintains reports and retrieve statistical information using the National Fire Incident Reporting System(s) (NFIRS).
  • Operates computer based Hazardous Materials databases to provide field units with accurate information during emergencies.
  • Responsible for the receipt and effective evaluation of 911 emergency calls to include installation fire, police, ambulance service, and Commercial Intrusion Detection System alarms.
  • Update information for medical, police and fire personnel enroute to call.
  • Transfer caller to proper agency as determined or dispatches a variety of emergency equipment to include police, fire, ambulance, Med-Evac, rescue or hazardous materials units.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Within 16 weeks from the date of employment, incumbent will be required to demonstrate reasonable proficiency at locally established training guidelines on the use of E911, CAD, Land Mobile Radio (LMR), and station alerting software and equipment.
  • Position is subject to shift work where the incumbent is required to work an alternate, rotating work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
  • Incumbent is required to work (mission essential) regardless of weather conditions or base closure and to report to the duty station at the regularly scheduled time.
  • Incumbent may be required to wear a uniform.
  • Incumbent must be a qualified typist. (40 wpm).
  • Incumbent must pass a pre-employment; fingerprint based criminal history investigation for any location that accesses Criminal Justice Information Systems.
  • The incumbent is required to obtain and maintain a valid state driver’s license.
  • The incumbent is required to obtain and maintain certification in: Cardiopulmonary Resuscitation (CPR). Emergency Medical Dispatch based on the program standards at the location assigned.
  • Incumbent must complete the Department of Defense Telecommunicator I and II or equivalent based on the program standards at the location assigned.
  • Incumbent must complete State National Crime Information Center (NCIC) certification based on assigned location.
  • Incumbent must complete the National Incident Management System (NIMS) IS 100,300, 700, 800, and 907 courses.
  • Continuous current certification is a condition of employment.
  • The incumbent is responsible for attaining continuing dispatch education (CDE) requirements through in-service training that is offered locally and pass in accordance with predetermined course requirements.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Typing Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5-minute sample with three or fewer errors.

At GS-05 Level:
Specialized Experience: One year of specialized experience which includes 1) Operating computer systems to accomplish assigned duties; 2) Communicating with callers to determine nature of calls; AND 3) Utilizing communication equipment to apply appropriate responses to calls.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university, with studies in a field related to this position, such as Emergency Management or Crisis & Disaster Management. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

At GS-06 Level
Specialized Experience: One year of specialized experience which includes 1) Processing phones calls such as: non-emergency and emergency calls; 2) Operating dispatching equipment while communicating with callers, AND 3) Monitoring alarms to initiate appropriate responses.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

At GS-07 Level:
Specialized Experience: One year of specialized experience which includes 1) Answering emergency and/or non-emergency calls for police, fire, or ambulance assistance; 2) Dispatching emergency personnel as needed in accordance with priority level procedures; 3) Operating communications software to perform dispatching duties such as: log calls, prepare reports of activities, and assist with medical dispatching until appropriate emergency units arrive.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education
