Summary

About the Position: Serves as a Senior Cooperation Staff Officer and expert advisor on the procedures for the implementation of the Army's security assistance activities. Responsible for the oversight/management of all facets of program execution to enhance program effectiveness in the areas of Foreign Military Sales, foreign disclosure, technology transfer, program protection, export licensing and export policy.

The NH-04 pay band includes the General Schedule grade equivalent to GS-14/15.

Duties

Help
  • Oversee requirements for Security Cooperation programs. Ensure policies are in accordance with Security Cooperation objectives.
  • Coordinates with appropriate government officials on FMS and the release of equipment to foreign partners.
  • Ensure implementation of FMS cases are consistent with existing regulations.
  • Present briefings for higher echelons and organization levels. Represent Deputy Assistant Secretary of the Army for Defense Exports and Cooperation in meetings involving senior leaders.
  • Collaborate with other government agencies on all aspects of FMS and the release of equipment, technology and services to foreign partners.
  • Coordinate meetings or forums designed to foster understanding and coordination.
  • Review select FMS cases for accuracy and/or appropriateness of the sale.
  • Provide specific management oversight to ensure program requirements are executed in accordance with existing regulations.
  • Prepare policies that harmonize security cooperation guidance.
  • Conduct Tech Security/ Foreign Disclosure (TSFD) processes including National Disclosure Policy (NDP), and structure of the NDP Committee.
  • Conduct Tech Security/ Foreign Disclosure (TSFD) procedures for obtaining exceptions through the NDPC; Tri-Service Committee (TSC) process and
  • Review, coordinate and develop the Army position on munition licenses.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.

  • Selectee must be able to obtain and maintain a Top Secret (TS) security clearance.
  • This is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.
  • Business travel is required up to 35% of the time.
  • This is a Non-Key Security Cooperation Workforce (SCW) position. The incumbent must obtain Expert/Advanced level Certification within two years of entering the position, along with 80 hours of continuing education every two years.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business & Technical Management Professional Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.

Specialized Experience: I have one year of specialized experience equivalent to the NH-03/ GS-13 grade level or equivalent pay band in the Federal service that includes experience: 1) Reviewing Foreign Military Sales (FMS) process flows from Pre-Letter of Request through case development to case closure; 2) Identifying foreign disclosure requirements for all major weapon systems platforms; and 3) Identifying technology release requirements to foreign governments.

Education

  • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. The NH-04 encompasses the GS 14 step 1 to GS-15 step 10 grade levels. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
