Duties

Help

Serves as a subject matter expert on recruitment processes, policies, and procedures; provides expert interpretation of employment policies, laws and regulations. Acts as a strategic partner to stakeholders to ensure alignment of talent acquisition process with departmental goals. Serves as subject matter expert in sourcing and engaging top talent through various channels to meet long-term organizational needs. Proactively analyzes recruitment metrics and trends and makes recommendations for executive decision-making and optimizes recruitment processes. Develops, implements, and executes recruitment outreach strategy, branding efforts and hiring events. Maintains and updates recruitment tools, resources and systems and technologies to support talent acquisition. Participates and interview panels and makes recommendations for the selection of applicants. Builds and maintains a robust candidate pipeline to meet current and future workforce needs. Other duties as assigned.

Qualifications

Required Work Experience

  • 8+ years of talent acquisition experience, including project leadership in complex projects or initiatives.

Required Special Skills/ Knowledge

  • In keeping with the policy of conflicts of interest, relatives of Sergeant at Arms employees are not eligible to work in the Human Resources Office.

Desired Qualifications

  • Demonstrated experience developing and delivering effective recruitment training sessions for hiring managers.
  • Ability to create customized training materials and facilitate interactive workshops on structured interviews, behavioral questioning techniques, bias mitigation in hiring, and other recruitment topics. 
  • Excellent verbal and written communication skills with the ability to effectively convey complex hiring processes, provide clear guidance to hiring managers, and facilitate productive candidate interactions. 
  • Proactive problem solver who takes initiative to find creative and effective solutions.
  • Must have high attention to details to produce high quality written communications and projects with minimal errors. 
  • Experience ensuring accuracy and compliance with recruitment processes to maintain consistency and fairness. 
  • Experience adjudicating criminal background checks.
  • Experience communicating with leadership about recruitment projects, challenges and developments.
  • Experience screening and recommending qualified candidates including candidates who have veterans preference.
  • Experience reviewing, developing, and providing feedback on interview questions for hiring teams to effectively evaluate candidates.
  • Positive attitude and commitment to delivering excellent customer service to stakeholders.
  • Must be able to work independently with minimal supervision.

Education

Bachelor’s degree in Human Resources management, Business Administration, or related field.

Senate

The Office of the Sergeant at Arms (SAA) is the largest in size of staff and budget in the Senate. It is responsible for all Senate computers and technology support services, recording and photographic services, printing and graphics services, and telecommunications services. The SAA also provides assistance to all Senate offices with their staffing, mailing, purchasing, and financial needs. The offices of the SAA that are responsible for providing these and other services include Capitol Facilities, the Operations Division, Customer Relations, Financial Operations, Human Resources, and Information Security. The SAA also shares responsibility for the U.S. Capitol Police, the Senate Page Program, the Senate Office of Training and Development, and the Capitol Telephone Exchange. The Sergeant at Arms is an excepted service agency. Employment with the Sergeant at Arms does not confer the "Competitive Status" that generally results from selection and service in Competitive Service agencies.
