Duties

Help

As a CONTRACT SPECIALIST (PURCHASING/CONTRACTING), GS-1102-12, you will:

  • Exercise supervisory personnel management and contracting responsibilities
  • Ensure timely submission of technical progress reports and performance metrics
  • Execute post-award contract performance management actions on assigned contracts
  • Resolve problems that limit competition and modifies clauses that discourage potential offers
  • Analyze price and cost elements of the proposed change(s) and obtain audits when required
  • Monitor and evaluate contractor performance for compliance with terms and conditions of contracts
  • Advise and provide counsel to employees regarding policies, procedures, and directives of management
  • Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements
  • Select appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems
  • Prepare final contract to include appropriate standard clauses and special provisions, final pricing and payment terms, and incentives

Experience in Federal and or DOD contracting. DAWIA certification and Bachelor's degree required.


Defense Acquisition Workforce Improvement Act Certification

The Defense Acquisition Workforce Improvement Act (DAWIA) requires specific training requirements for current contracting and acquisition employees. To be considered for this position, you must have completed the required DAWIA CONTRACTING certification.

Qualifications

Specialized Experience: 12 months of broadening contracting experience equivalent to at least GS-1102-11 level that has provided full competencies of contracting principles and procedures that included the following activities:

  • Contract Termination
  • Procurement Policies
  • Contract Administration
  • Advanced Cost/Price Analysis
  • Developing and Negotiating Positions

Education

Education Requirements

  • Must have a four year course of study leading to an undergraduate degree (Bachelor's Degree) with a major in any field; with at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
