The United States Space Force (USSF) at the Pentagon, Arlington ,VA is searching for a Human Resources Specialist (Military), S1PS (NH-0201-03, GS-12/13 Equivalent).

Description:
If you are interested in helping to shape the future Space Force (SF) enlisted and officer corps, ensuring SF retention of Guardians, oversight and accountability of military transfers, the USSF is looking for you. Retention and Transfer program management affords the opportunity to collaborate with leaders across the Space Force and other Services. This is an opportunity to shape, develop and oversee new and innovative future reenlistment, retention and transfer policy, and regularly communicating with and providing recommended courses of action to the USSF Chief of Human Capital (CHCO), a Tier 3 SES, the Chief Master Sergeant of the Space Force, the Vice Chief of Space Operations, and the Chief of Space Operations. Bottom line, you will have the opportunity to shape the future of Space Force and support building the newest branch of the military.

Ideal Candidate:
The ideal candidate for this position is expected to work responsibly and independently, and have experience shaping, interpreting and providing oversight of personnel policy. The ideal candidate has TMT knowledge or can learn TMT functionality, performs well under pressure, and is skilled in assessing data, information, trends and converting to recommendations, reports and planning. The ideal candidate is also skilled in developing, interpreting and implementing policy and law. The candidate is an organized, confident team player with experience in developing and managing military personnel retention programs and policy. Candidate must possess the ability to anticipate and meet the needs of the director and senior executives. The candidate must be able to provide thoughtful, well-prepared, data supported solutions allowing for efficient decision making on a wide variety of enlisted and officer military inventory policy. The candidate must be capable of understanding and analyzing program requirements in support of developing policy, budget, readiness and training needs for retention and reenlistment programs at all levels of Service. Must have knowledge of Total Force development and/or solutions and conduct extensive research of the case facts, laws, regulations, and precedent decisions. Requires experience and understanding in the processes to gain newly transferring military members, understands full-time and part-time military statuses and a broad experience in military personnel management, working at an Agency-level HQ, leading teams, task management, responding to Congressional inquiries and/or writing reports to Congress. Additionally, the ideal candidate will have experience writing legislative proposals, developing and writing Service-level military personnel policy using legal/policy authorities and developing, implementing and managing service level personnel policies.

Key Responsibilities:
1. In-depth knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., and stay abreast of changes thereto, as well as Personnel Data Systems (PDS) and other HR products.
2. Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems not susceptible to treatment by standard methods.
3. Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, and other special programs to bring program policies and operations in line with higher level vision, goals, and objectives.
4. Skill in conducting reviews, analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancement and improvements.
5. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
6. Ability to plan, organize, and direct the function and mentor, motivate, and appraise the staff of the organization and effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Secret security clearance.
  • May be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework".
  • May be required to work overtime on an unscheduled or emergency basis.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • PCS funding is authorized.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
