Duties

Help

  • Devises Technical Strategies and Optimizes Resources. Crafts and deploys intricate technical strategies to enhance squadron operations. Leverages state-of-the-art project management tools to construct timelines, allocate responsibilities, and ensure effective resource distribution. Develops and synchronizes strategic goals to support a diverse workforce of over 180 military, civilian, and contractor personnel across multiple locations.
  • Represents the squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with organizations such as OSD, HAF, HQ ACC, HQ AFSPC, HQ AFMC, HQ AFPC, HQ AFGSC, USAFWC, USSTRATCOM, AFSOC, Joint Service, and other combatant command staffs, installations, and functional area organizations.
  • Formulates plans for the squadron to implement new policies for the management of squadron activities and actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Analyzes current processes and developing strategies to address areas in need of improvement and contribute to the overall direction and focus of the squadron.
  • Serves as the squadron's Contracting Officer Representative (COR). Produces monthly COR contractor performance reports and annual Contracting Performance Assessment Reports (CPAR) in accordance with Federal Acquisition Regulation (FAR) guidelines. Participates in quarterly Program Management Reviews (PMR) and uploads reports into the Procurement Integrated Enterprise Environment (PIEE).
  • Performs supervisory personnel management responsibilities. Plans and assigns work to be accomplished by subordinates (military and civilian staff), considers difficulty of assignments and capabilities of employees, sets and adjusts priorities, and prepares schedules for completion of work. Develops ways to improve work methods and processes. Provides guidance and advice on work and administrative matters. Evaluates work performance of subordinates. Hears and resolves complaints.

  • Work requires frequent travel away from the normal duty station on military or commercial aircraft. Travel includes the local area, CONUS, and OCONUS. Travel can extend past a 12-hour day
  • The employee may be recalled to duty. The employee may be required to work other than normal duty hours, which may include overtime, evenings, nights, weekends, and/or holidays
  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI). A nondisclosure agreement must be signed
  • Employee required to regularly process, handle, and safeguard sensitive and/or access classified information on SIPRNET and JWICS, in accordance with regulations to reduce potential compromise
  • Work requires the employee to drive a motor vehicle, including a rental car. An appropriate, valid driver's license is required for this position
  • Limited area of consideration to Unit-wide (605 TEST AND EVALUATION SQ) AF Internal or AF DCIPS Candidates, Interagency Career Transition Plan (ICTAP), and Military Spouses.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes working expert knowledge of, and skill in applying administrative laws, regulations, policies, and precedents to work processes and administrative operations affecting goals and objectives regarding the effective and efficient use of program, operational and related support resources. To include knowledge of, and skill in applying analytical and evaluative methods and techniques for the assessment of administrative issues or concerns, and the effectiveness and improvement of administrative and staff management activities, program operations and support functions sufficient to plan, organize, execute, advise, and assist on technical management and administrative matters.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of management methods and processes, practices, procedures, regulations, policies, and processes relevant to 505 CCW programs and organizations. Subject matter expert in a wide range of qualitative and/or quantitative methods for assessing and improving the Wing's major operations, such as Space, Command and Control, Intel, Surveillance and Reconnaissance; Operational Testing, Training, Tactics and Exercises; Cyber Warfare, flight operations, Planning, Programming & Budgeting System (PPBE), acquisition, special operations, or similar operations.

2. Knowledge of safety and security regulations, practices, and procedures; understanding and implementing measures to ensure the safety and security of personnel, equipment, and operations within the squadron.

3. Skills in planning and organizing studies or projects. Proficient in negotiating effectively with management to gain acceptance and implement recommendations such as when involving substantial resources and require extensive changes in established concepts and procedures.

4. Skilled communicator, both orally and in writing with ability to convey complex information specifically, clearly, and concisely to various stakeholders, including higher-ranking managers, supervisors, technical staff, and external parties.

5. Ability to lead and direct a diverse and large team comprising specialized staff expertise. Must be adept at applying personnel and resource management processes, regulations, policies, principles, and practices. Excel in planning, organizing, and directing the functions of the organization, while effectively mentoring, motivating, and apprising the staff through subordinate supervisions.

6. Ability to analyze, plan, and adjust work operations within one or more organizational segments to meet program requirements and objectives; effectively allocate available resources to optimize efficiency and effectiveness.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Conditions of Employment:

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug
    Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position; the APDP level required specifically for this position will be identified locally. Employee is expected to meet Continuing Acquisition Education requirements.
  • This position is designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). Work requires the employee to be APDP certified as Practitioner in Test and Evaluation (T&E) or meet the requirement within 4 years of hire date.
