Duties

Help

  1. Plans, organizes, and directs the activities of the Traffic Management Flight. Develops and implements traffic management plans, programs, policies, procedures, transportation management systems and techniques incident to the worldwide movement of personnel, personal property, and freight by commercial air, AMC airlift, and land/sea commercial surface transportation.
  2. Establishes and maintains a Contract Travel Office (CTO) to provide reservations and ticketing services for commercial air, water, bus and rail carriers. Serves as the senior technical evaluator for contract proposals. Determines the need for consolidation of travel functions, or the establishment of geographically separated travel offices if deemed necessary by the incumbent based on changing manpower levels, customer needs, trend analysis and cost-effective management.
  3. Represents squadron's personnel & personal property, and freight movement function to a variety ofinstallation and area organizations. Provides direction, technical assistance, advice and decisions on mattersrelated to the movement of personnel, personal property, and freight for organizations assigned to the base.
  4. Performs supervisory personnel management responsibilities. Advises and provides counsel to employeesregarding policies, procedures, and directives of management. Selects or recommends selection of candidates forvacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements,and EEO and diversity objectives.

Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Traffic Management Series 2130.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems Examples of specialized experience must include managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities; conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance; making presentations on traffic matters before Federal, State, or local regulatory bodies; performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services; negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities; providing advisory service involving commodity analysis from the transportation standpoint. Knowledge of a wide range of traffic management policies, principles, practices and techniques including knowledge of transportation and passenger movement, personal property entitlements, travel entitlements, carrier industry practices, and operations and shipping requirements within the transportation function. Knowledge of contract methodology for the procurement of specific transportation services. Knowledge of safety and security regulations, practices, and procedures.

OR
EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1\. Knowledge of a wide range of traffic management polices, principles, practices and techniques including knowledge of transportation and passenger movement, personal property entitlements, travel entitlements, carrier industry practices, and operations and shipping requirements within the transportation function.
2\. Knowledge of contract methodology for the procurement of specific transportation services.
3\. Knowledge of safety and security regulations, practices, and procedures.
4\. Ability to plan, organize, and direct the functions of traffic management and mentor, motivate, and apprise the staff of an organization through subordinate supervisors.
5\. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning movement of passengers and personal property.
6\. Ability to communicate both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
