About the Position: Directs and coordinates St. Louis District's Operations Division activities through subordinate supervisors and staff, manages five lakes and six navigation projects. Provides direction and leadership, to approximately 350 subordinate personnel.

Duties

Help
  • Provides direction and renders assistance to key subordinates on a wide variety of technical engineering issues and makes decisions on controversial matters.
  • Insures smooth functioning and timely accomplishment of work and compliance with all statutory and regulatory requirements through conferences, reports, correspondence, inspections and personal observation of work.
  • Coordinates planning and/or change with other District functional elements.
  • Through subordinate staff, manages five navigation locks and dams (L and D), one dustpan pipeline dredge with attendant plant, and contract and loaned government dredges when required.
  • Responsible for all facility maintenance.
  • Responsible for natural resources management and protection; oversees activities relating to fish and wildlife management, forest management, protection of endangered flora and fauna, cultural resources, and soil conservation.
  • Responsible for 320,000 acres of public lands and water located at five District lakes and six navigation projects. Division staff prepares all operation management plans for these lands and determines management actions to be taken.
  • Responsible for the programming, budgeting, utilization and control of all operations and maintenance (O and M), Mississippi River and Tributaries (MR and T) and Plant Replacement and Improvement (PRIP) funds allocated to the District.
  • Through the Readiness Branch, directs efforts, other than water control management activities, to minimize floods and other natural disasters.
  • Through subordinate staff, manages the District major repair facility and mooring fleet at the service Base.

  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Minimum Qualifications for NH-04:

Specialized Experience:
One year of specialized experience which includes experience managing an Operations and Maintenance program to include: the coordination, budgeting, and/or scheduling; identifying potential issues and recommending solutions for a civil works programs; conducting quality assurance reviews of programs; and providing leadership to a team of multi-disciplined professionals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-12/13)

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional information

  • This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework.
  • Recruitment or relocation incentives may be authorized at management discretion.
  • This is a pay banded position. The NH-04 band encompasses grades GS-14 and GS-15 under the General Schedule (GS) system.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • One-year Supervisory trial/probationary period may be required.
  • Direct Deposit of Pay is required.
