Duties

Help

  • Assists the Director with the administration of the program in such areas as budgeting, control of assets, purchase of materials and equipment, establishing and enforcing program policies, and food program implementation at each facility. Represents the child development center and programs at installation level and other meetings at the request of the Child Development Director. Evaluates Center operations to ensure compliance with DoD, Air Force (AF), and local policies including areas of training, curriculum, administration, and facilities.
  • Manages the day-to-day operations of the Child Development Center. Assists the staff in establishing programs that provide a safe, healthy, and appropriate environment for the children enrolled. Provides training in subject matters as needed.
  • Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Advises, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment. Hears and resolves complaints from employees, referring to group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Find ways to improve production or increase the quality of the work directed. Developed performance standards.
  • Ensures adherence to nutritional and sanitation requirements for children.
  • Serves as facility custodian, for designated area, coordinates with civil engineer to maintain facility and grounds in optimum condition.
  • Discusses child care problems with parents when they develop; answers parent's questions and resolves problems.

Degree: Successful completion of a 4-year degree from an accredited college or university that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You must submit a copy of your transcripts.

Or
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

General Experience: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. general experience which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc). Typically, we would find this experience in work within this field that is closely related. General Experience is described to manage the operation of a child care center, select, train, and supervise child care and preschool employees, family child care providers, or other care-giving adults. Develop and implement child development programs, including family day care programs, part-day preschool programs, and before and after school programs. Work with individuals and groups to solve complex problems related to the care and education of children. Assisting with the development, implementation and overseeing all elements of children's developmental program activities to include environment, equipment and experiences within the context of supportive interactions and positive child and growth development for infants, (pre) toddlers, preschoolers, school-agers, youth and children with special needs; awareness of child care regulation requirements, policies and public law and being able to communicate them. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. A bachelor's degree from an accredited college in early childhood education, child development, or related fields is required; or a combination of education and experience.
  2. Comprehensive knowledge of early childhood philosophies, concepts, and developmentally appropriate activities for children ages six weeks through 6 years.
  3. Knowledge of Air Force/DoD regulations governing child development, sanitation, safety and personnel practices. Must complete all training, security clearances, and medical requirements including Pediatric First Aid with Rescue Breathing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
