Duties

Help

1. Serves as principal Category Management advisor and Executive Program Administrator officer to the Category Council Director (CCD).

2. Plans, directs, implements and coordinates AFCEC/CB Directorate objectives and goals.

3. Prepares Category 4 documentation required of Facilities and Construction for the Category Manager and Category Council Director (CCD).

4. Serves on Category Management teams and working groups, and frequently as team leader, composed of various functional disciplines engaged in developing and recommending proposals and implementation plans.

5. Serves as Director's representative to plan and prepare for AFCEC corporate meetings to address Commanders expectations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes developing and implementing strategic category plans resulting in significant cost savings and improved service delivery; applying principles across the acquisition lifecycle, including spend analysis, market research, strategic sourcing, and contract management; analyzing complex spending data, identifying opportunities for consolidation and efficiency, and developing recommendations for senior leadership; develop and implement strategies that align with organizational goals, improve program performance, and ensure compliance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of Strategic Acquisition and Category Management principles, applicable public laws, DoD and AF concepts, theories, policies, OMB directives, and procedures.

2. Wide ranging knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds; knowledge of business accounting and financial management principles and procedures.

3. Broad knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how Strategic Acquisition and Category Management programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems.

4. Skill to apply oftimes complex and diverse program specific administrative processes and apply principles of management and direct coordination of mission-essential projects.

5. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of
activities, including federal and local government, and industry.

6. Ability to utilize discretionary decision-making capabilities to carry out sensitive actions as requested by the Director.
