Duties

Help

As a OPERATIONS RESEARCH ANALYST at the GS-1515-12/13 some of your typical work assignments may include:

  • This position is in the Data and Metrics Branch which performs enterprise data management ensuring data integrity, leverages emerging technologies to generate efficiencies, and shares data across the enterprise by implementing business intelligence tools.
  • Perform quantitative analysis to identify trends, forecast outcomes, and ensure data and analyses are accurate, reliable, and readily consumable.
  • Collaborate with process owners and/or works as a team member on major studies to understand requirements, diagnose problems, and perform tailored in-depth analysis to deliver actionable insights and data-driven decision making.
  • Diagnose financial, rates, workload, and operational problems using a comprehensive knowledge of scientific techniques and large data sets from diverse data sources to identify opportunities for program improvement and optimization.
  • Utilize mathematical, statistical, and operations research techniques to trouble-shoot, solve complex problems, and develop new solutions to previous highlighted or new problems.
  • Create technical reports, dashboards, and data visualizations using Microsoft Office 365 Apps, visualization tools such as Qlik and Tableau, and programming languages (i.e., R, Python, SQL, HTML/CSS) to track program performance, query data, visualize trends and transform silos of information into data assets.

Qualifications

You may qualify at the GS -12, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:

  • Working closely with a supervisor or team leader to conduct research, reviews, and analysis, and development studies of operational issues
  • Using advanced data visualization, modeling, and data science methods to validate study findings and conclusions
  • Utilizing scientific inquiry in the supervised development of mathematical models and computer programs to support assigned projects, and studies
You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector:
  • Performing research, reviews, and analysis, and conducting development studies of operational issues
  • Determining sources of data, plans, and using advanced data visualization, modeling, and data science methods to validate study findings and conclusions
  • Utilizing scientific inquiry in the independent development of mathematical models and computer programs to support assigned projects, and studies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515, series as listed below:

DEGREE: Bachelor's degree or higher in Operations Research.
OR
Bachelor's degree or higher with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours were in calculus.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.

Air Force Elements, U.S. Transportation Command

The US Transportation Command provides responsive air, land, and sea transportation support to deploy, sustain, and redeploy US military forces worldwide during peace and wartime. USTRANSCOM is also responsible for coordinating and overseeing the end-to-end global logistics and supply chain management systems within the DoD. USTRANSCOM seeks highly skilled applicants in a variety of fields to include: Acquisition, Information Technology, Strategic Planning, Financial Management, Logistics, and Supply Chain Management.

Mission Statement: USTRANSCOM J8 (TCJ8) is the Program Analysis and Financial Management Directorate which formulates and integrates the command's budget while focused on the effective and efficient use of the command's resources. TCJ8 develops command fiscal policy procedures and resolves issues on use of the CCMD-wide $10 billion Transportation Working Capital Fund (TWCF) budget. This Directorate is the focal point for financial statement audit with our Transportation Component Commands and the Office of the Secretary of Defense - Comptroller. Additionally, the Directorate shapes strategic goals and ensures funding of critical initiatives through the Planning, Programming, Budgeting, and Execution cycle. TCJ8 is the fiscal Corporate Governance Process lead for establishing cost benefit analysis priorities of future investments in Capital Purchases.
