Duties

Help

  1. Manages and executes command quality assurance oversight throughout the contract life cycle of the Aircrew Training Device (ATD).
  2. Oversees and periodically reviews the contract; prepares listing of contractual requirements as part of comprehensive quality assurance surveillance plan (QASP).
  3. Coordinates, supports, and controls the on-site activities of outside agencies in conducting; installation test and evaluation, HHQ directed activities, simulator certification (SIMCERT), and systems evaluation (SYSEVAL).
  4. Ensures the contract configuration management (CM) plan fully documents and controls formal configuration items.
  5. Provides briefings to local and higher management officials on the status of ATD operations. Provides ATD and DMO orientation briefings to visiting military and/or civilian dignitaries.
  6. Security and facility manager for simulator facilities. Knowledge of Air Force security and safety practices. Position requires knowledge of Air Force security requirements and procedures for controlling classified materials. Serves as contractually required Performance Monitor to provide inputs to and/or serve as a member of the Award fee Review Board (AFRB).

  • Performs other related duties as assigned by the ACO and system program manager.
  • Work may involve uncommon or flexible hours including nights, weekends, and holidays to ensure surveillance of all contractor operations.
  • Work requires Temporary Duty (TDY) travel on civilian or military aircraft to attend conferences, meetings, receive training, etc.
  • The employee must be a US National Citizen and obtain and maintain as a Top Secret security clearance.
  • The employee must be able to obtain and maintain necessary clearance access to simulator secure vault areas.
  • This is a Testing Designated Position (TDP). Incumbent is subject to random drug testing.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 1910.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector) which includes; comprehensive knowledge or quality assurance/control concepts, methods, principles, and practices to plan, direct, and/or accomplish a variety or work assignments involving all facets of a quality assurance program. Knowledge of ICBMs, related equipment and supplies, including manufacturing and processing methods, testing and inspection techniques, and the interrelationship of functional parts and assemblies. Knowledge of operating policies and procedures and related functional/administrative activities such as procurement, engineering, production, and supply to effect appropriate interface/coordination of quality assurance plans and programs. Comprehensive and thorough knowledge of the full range of principles, concepts, and methodology related to one or more quality assurance functional programs, and considerable skill in applying this knowledge to the planning and accomplishment of a variety of difficult and complex work assignments. Broad knowledge of a range of complex products including pertinent quality characteristics, special processes, interrelationship of functional parts and subassemblies, measurement and test techniques, and skill in developing plans and approaches calculated to insure effective control of product quality. Broad knowledge of the practices, policies, and procedures of related functional and administrative activities such as contract administration, engineering, production, procurement, and supply and skill in effecting appropriate interface/coordination of quality assurance plans and programs with these activities.

EDUCATION:
Successfully completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education with a major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position leading to such a degree OR LL.M, if related.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.Knowledge of and experience in Department of Defense (DOD) acquisition and life cycle management policies, procedures and practices. Knowledge required to interpret technical requirements and specifications pertaining to a variety of quality assurance issues encountered in SOW, inspection reports, program reviews, meetings with contractors, with relationship to Contract Data Requirements List and functional users.
2\.Knowledge of F-16 aircraft systems, baseline requirements, and operating characteristics. Knowledge of aircraftavionics maintenance, repair, and modification procedures. Must be familiar with aeronautical technology andterminology. Understanding of aircrew training requirements and the Ready Aircrew Program (RAP).
3\.Knowledge of DOD, Air Force, and command regulations and instructions that apply to quality assurance, configuration management, security, and safety. Position requires knowledge of Air Force security requirements and procedures for controlling classified materials. Must be familiar with Air Force safety programs and practices, including Air Force Occupational Safety Hazard (AFOSH) standards pertaining to work areas.
4\.Skill in developing acceptance test procedures, quality assurance programs, and configuration audits. Must be able to use these processes to determine completeness and compliance with contract requirements and to determine acceptable delivery of service, resolve complaints or discrepancies and recommend corrective actions.
5\. Ability to integrate quality assurance program efforts with other functional disciplines, such as engineering, procurement, configuration management, operations, training, logistics, and test evaluation. Must possess initiative and originality with administrative potential and organizational ability to plan and reprioritize work to meet changing deadlines and additional duties.
6\. Ability to effectively communicate effectively on operational/support matters and on contractual matters with the Defense Contract Management Agency orally and in writing; must be able to develop presentations and brief command, base, and unit agencies. Working knowledge of current Air Force computer software (Word, PowerPoint, Excel, and Outlook) is desired.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
