This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business - Financial Management to recruit and appoint qualified candidates to positions in the competitive service.


As a Supervisory Financial Management Officer at the NH-0501-4 some of your typical work assignments may include:

  • Provide leadership and oversight for Foreign Military Sales case financial operations, guiding case execution, evaluating financial performance, and informing strategic decision-making. Steward the proper execution of 8242 appropriations, ensuring proper use, accounting integrity, and alignment with statutory and programmatic requirements.
  • Supervise and mentor a team of business financial managers and budget analysts, coordinating across program, policy, and international stakeholders to produce integrated financial products and ensure accurate and timely execution of Foreign Military Sales case funding. -
  • Exercise authoritative decision-making and advisory responsibility for Foreign Military Sales case financia execution, identifying and evaluating courses of action, and implementing targeted corrective actions to mitigate adverse trends and ensure program performance.
  • Manage the development, validation, and presentation of financial data for Program Management Reviews, Financial Management Reviews, and other reporting requirements. Brief senior leaders, case and program managers, external agencies, and foreign partners.
  • Apply and enforce expert knowledge of budgeting policies, processes, regulations, and statutes in accordance with the DoD Financial Management Regulation and the Security Assistance Management Manual (SAMM) to ensure proper funds control and financial execution across the full Foreign Military Sales case life cycle.
  • Communicate complex financial and program information clearly in both written and oral form to SES leadership, program offices, external agencies, and foreign partners; provide timely and accurate response to requests for information.
  • Provide guidance to team members and cross-functional stakeholders while contributing expertise to process improvement initiatives.
  • Review Price & Availability data, Letters of Request (LO Rs), Letters of Offer and Acceptance (LO As), case line notes, amendments, and
    modifications to ensure financial accuracy and validity.
  • Support and contribute to audit readiness initiatives to improve internal controls, resolve audit findings, and enhance overall financial accountability.

  • This is an acquisition position coded Advanced in Business – Financial Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 36 months of entry into position.
  • Incumbent must acquire 80 Continuous Learning Points every 24 months.
  • This is a Critical Aquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.
  • This position requires Security Cooperation Workforce Certification IOA 10 U.S. Code (U.S.C.), section 384 “Department of Defense Security Cooperation Workforce Development.
  • Certification prior to hiring is not essential but the individual must be certified in the Acquisition Functional Area, Expert level within 24 Month from Oct 1, 2024 or entry on duty date, if later. (SC Code:  SC4D1).
  • This is a Financial Management Level III Certified position IAW the National Defense Authorization Act (NDAA). Public Law 112-81. Subtitle F-Financial Management. Section 1599d. Incumbent shall comply with the requirement of this certification.

Qualifications

You may qualify at the NH-04, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
(Must meet 2 of the 3 specialized experiences.)

  • Experience instructing others on financial management execution (Spend Plans, Funding Documents, Multiple Appropriations, trend analysis), Foreign Military Sales(FMS)/Security Assistance Accounts (SAA) Case funding and execution, line-by-line reviews, assessing and analyzing Pricing & Availability (P&A), Letter of Request (LOR),Letter of Offer & Acceptance (LOA) and other Foreign Military Sales (FMS) financial related activities.
  • Experience in applying SAA and FMS appropriation characteristics, policies,and fiscal law to plan, program, budget, and execute financial resources; using automated data processing concepts and system capabilities in order to coordinate financial activities, ensure compliant documentation and reporting, and support effective funds execution across multiple partner nations and diverse program requirements.
  • Experience in coordinating and briefing foreign partners, Senior Executives, and external agencies ensuring accurate conveyance of complex financial information, program status, and recommended courses of action to inform decisions and build shared understandingO
