Summary

This position serves as a Security Specialist located within the U.S. Department of Justice, Justice Management Division, Security and Emergency Planning Staff, Litigation Security Group. The primary purpose of this position is to serve as a Classified Information Security Officer (CISO), detailed to Federal Courts to prevent unauthorized disclosure of classified information in litigation pursuant to the Classified Information Procedures Act (CIPA), 18 U.S.C., App. III.

Duties

Help

The duties and responsibilities for a Security Specialist, GS-0080-09-12, generally include, but are not limited to, the following:

* Attending and providing security for classified court proceedings in consultation with supervisor and/or senior team members when necessary
* Interacting directly with federal court officials, department, court, and intelligence officials at all levels in support of national security litigation.
* Conducts inventory of classified information involved in national security cases for permanent storage according to records management guidelines.

The duties listed above are generally written for one grade level. If the position is advertised at multiple grades, the duties will be adjusted in difficulty, complexity, and level of supervision, for higher or lower grades, as appropriate. Organization may also add other duties as assigned once you are hired, based on what is included and allowed by the position description.

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
  • You may be required to complete a one-year probationary period.
  • Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.
  • A USA Hire assessment is required. An email will be sent with additional information after you submit your application. You will have 48 hours from the closing date of this announcement to complete the assessment.
  • You must be able to obtain and maintain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI).
  • You must be able to frequently travel (75% or less).
  • You must be able to obtain and maintain a Driver's License.

Qualifications

To qualify for the position of Security Specialist, at GS-0080-9/11/12, you must meet the qualification requirements listed below.

For the GS-09:
Specialized Experience: For the GS-09 you must have one year of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as as preparing presentations and providing information on United States national security policies, OR conducting training briefings and providing guidance regarding access to classified information OR acting as an official participant in court and legal proceedings.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

For the GS-11
Specialized Experience: For the GS-11, you must have one year of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as protecting classified information in litigation or court proceedings; monitoring active case dockets to provide guidance to a judge or litigant; OR providing classified information security support for judicial, legislative, or court proceedings.

OR

Education: A Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M, if related;

OR

Combination of Education and Experience: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. You must have some specialized experience as described above in number 1 but less than one year; and have more than two years, but less than three years of education as described in number 2. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

For the GS-12

Specialized Experience: For the GS-12, you must have one year of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as conducting briefings for access to classified information to support national security litigation; planning security programs designed to safeguard classified information; OR advising judges, litigants, or intelligence community representatives on the use of classified information or security protocols for protecting classified information in the judicial process.
