Duties

Help

  • Provides leadership support in the preparation of consolidated management reports, recommendations and analysis submitted by review teams, groups and or specialists to assist in the assurance of the policies, procedures, and processes.
  • Actively participates in special projects and performs special assignments related to the organization. Assists in recommending resources needed and establishes milestones and goals.
  • Actively participates and assists in briefing representatives of the organization for the purpose of explaining project issues, soliciting support, and encouraging feedback and suggestions to improve overall project implementation process and procedures.
  • Maintains continuous liaison with other organizations to include geographically separated organizations and their installations. Incumbent will establish, develop, and maintain effective working relationships with all levels of management
  • Provides continuous assessment and evaluation of overall program and individual project goals, objectives, strategies, performance to ensure a sound basis for long-range program management processes and follow-on system life cycle support planning.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in providing leadership support in the preparation of consolidated management reports, recommendations and analysis submitted by review teams, groups and or specialists to assist in the assurance of the policies, procedures, and processes. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Ideal Candidate:

  • 2 years of experience in resource management, budgeting and finance desired
  • 2 years of team leadership experience desired
  • Responsible to assist leadership in special project support for the organization to include but not limited to these special projects: (1) Statement of Capability (SOC) related activities; (2) Program Resources; (3) Continuity books, policies and operating instructions; (4) Training Programs; (5) Defense Travel Cards (GTC); (6) Government Purchase Cards (GPC) and supply management; (7) Facility and security management oversight; (8) Performance Management and Awards Programs; (9) Newcomer's briefings and handbooks; (10) In/out processing; (11) Civilian personnel actions
  • Prepares consolidated management reports, recommendations and analysis for squadron leadership
  • Participates in working groups and teams on the development of projects, processes and procedures related to the organization's mission
  • Assists in all phases of ongoing inspections and audits. Integrates, analyzes and controls the data pertinent to the assessments, inspections and audit programs for the organization.
  • Assists in recommending personnel, financial and other resources needed and establishes milestones and goals.
  • Establishes, develops, and maintains effective working relationships with all levels of management, functional staff offices, and organizational counterparts at various levels
  • - Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • - Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
  • - May be required to work overtime on an unscheduled or emergency basis. Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall. Incumbent may be required to report to work during base exercises, contingencies, or emergency situations and overtime/comp time/credit hours may be required to accomplish assigned duties.
  • - Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a range of AF functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of organization to provide high level staff guidance. Ability to interpret, adapts, and applies system data to the performance of production execution responsibilities.
2. Knowledge of a range of principles, practices, and quantitative and qualitative evaluative techniques used in project analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
3. Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires.
4. Skill to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, develop COAs to better support mission objectives, select and coordinate with appropriate parties of interest, and champion organizational opportunities in the corporate process.
5. Ability to communicate effectively both orally and in writing clearly, concisely, and with technical accuracy, and maintain good working relations with all individuals and organizations.
6. Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making.
7. Ability to develop and use appropriate data collection techniques.
8. Ability to plan, organize work and meet deadlines.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
