Duties

Help

The primary purpose of this position is: to serve as the assistant to the MAJCOM Sexual Assault Prevention and Response Program Manager (SAPR PM), Community Support Program Manager (CSPM), and Violence Prevention Program Manager (VPPM) to provide MAJCOM program oversight and policy guidance to all base-level Sexual Assault Response Coordinators (SARCs), Community Support Coordinators (CSCs) and Violence Prevention Integrators (VPls) within AMC.

  • Serves as the assistant to the AMC Sexual Assault Prevention and Response Program Manager (SAPR PM) to comply with Department of Defense (DoD) requirements, developing and managing prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs.
  • Assists the Community Support Program Manager (CSPM) in implementing activities of AMC's Community Action Board (CAB) and Community Action Team (CAT), ensuring the needs of AMC and non-AMC Airmen, families and communities across all AMC-owned installations are met, while complying with all legal and regulatory requirements.
  • Assists the AMC Violence Prevention Program Manager (VPPM) with planning, developing and organizing activities of the interpersonal and self-directed violence prevention program and other programs to strengthen the common Airman culture within the Department of the Air Force.
  • Writes materials on a variety of subjects such as reports, articles, methodology for assessing AMC's Resilience and Violence Prevention program needs.

  • This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
  • Experience in sexual assault or domestic violence prevention and response is highly desirable.
  • Must obtain, maintain and renew certification of the DOD Sexual Assault Advocate Certification Program (D-SAACP) as specified in DOD and AF policy.
  • This position has been identified as a position of public trust IAW DOD policy.
  • Minimum of a Tier 2 background investigation must be conducted every 5 years IAW the OPM requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-0101, Social Science Series.

BASIC REQUIREMENT:

Degree: A degree (bachelor's or higher) in behavioral or social science; or related disciplines appropriate to the position, for example Human Services, Psychology, Social Work, etc. Note: you must submit a copy of your transcripts.

OR

Combination of education and experience
that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Note: you must submit a copy of your transcripts.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: Comprehensive and thorough knowledge of laws, regulations, policies, issues, etc., relating to sexual assault, victim advocacy, and other acts of interpersonal violence to plan, organize, implement, and carry out the components of an interpersonal violence prevention and response program. Thorough knowledge of a wide range of practices and procedures associated with victim advocacy, social services delivery systems and other elements of specialized social service programs, and behavioral or social science principles to direct the activities of the Sexual Assault Prevention and Response Program at an Air Force installation. Skill in applying knowledge to accomplish a variety of difficult and complex work assignments in carrying out the Sexual Assault Prevention and Response Program. Ability to advise program officials, including the installation's top leadership and installation personnel on the policies, practices, procedures, issues, and concerns associated with sexual assault and other acts of interpersonal violence and prevention, response, and victim advocacy.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of and skill in interpreting complex laws, regulations, executive orders, issues, etc. relating to victim advocacy, sexual assault, and other acts of interpersonal and self-directed violence to apply to specific situations.
  2. Knowledge of and experience in a wide range of social science and interpersonal dynamics principles, concepts and practices used to evaluate and determine the requirements for community, families and Airmen support delivery systems and preventing and responding to acts of interpersonal and self-directed violence.
  3. Knowledge of principles and techniques of social compact system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve AMC accessibility, responsiveness and relevance to the command mission and the needs of its members.
  4. Skill in assessing programs and concepts to accomplish goals and objectives, and evaluate program status, results and effectiveness and to recommend and/or implement solutions for improvements. Skill in applying tact and diplomacy during difficult circumstances to advise and inform individuals and high-level officials on complicated, sensitive, and sometimes controversial issues.
  5. Ability to communicate and present issues and recommendations while applying tact and diplomacy during difficult circumstances to advise and inform individuals and high-level officials on complicated, sensitive, and sometimes controversial issues.
  6. Ability to work well with others in a team approach and communicate effectively, both orally and in writing. Ability to apply knowledge of current automation technology and practices.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
