As a HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-09, you will serve as advisor to commanders on assigned unit human resources (HR) programs. Interpret policy and provides procedural guidance to commanders, supervisors, and staff members. Provide guidance and assistance on unit program(s) for which responsible. Provide training to supervisors on all military human resources issues. Analyze data and subsequent determinations regarding any number of human resources matters that may involve or affect AGRs, drill status guardsmen, and/or family members. Advise supervisors or managers within unit when actions may affect productivity or mission. Conduct staff visits and trains personnel (AGRs), traditional drill status guardsmen, supervisors, managers, etc.) within the unit in all programs for which responsible. Conduct periodic briefings for staff, commanders, and administrative personnel to promote a full understanding of all aspects of the assigned program(s). Provide commanders, supervisors, and the MPF staff with a variety statistical data reports pertaining to military HR issues to assist in HR management decisions. Accomplishes/oversees the accomplishment of technical support work in each of the functional areas within this program area. Incumbent has responsibility/accountability for assigned program accomplishment personally and through subordinate full time technicians and/or drill status guardsmen when assigned. Other duties as assigned.

Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.

  • KANSAS NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • Must be able to obtain and maintain a secret security clearance within one year of appointment.

Qualifications

Military Grades: E3 through E7

Compatible Military Assignments: 3F desired

GENERAL EXPERIENCE: To qualify an applicant for the GS-0201 position, the applicant's competencies (knowledge, skills, abilities, and behaviors) that include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments will be applied. The following seven basic qualification competency factors are applicable to the GS-0201 career levels:

Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings;
Ability to assess body language and perceive emotional and/or distress levels; and,
Skilled in applying procedures and directives by reading and interpreting program material.

SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. A basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.

Physical Demands: Work is sedentary. No special physical demands are required to perform the work.

Work Environment: Work is performed in a typical office setting. Special safety precautions are not required.
