Help

As a SUPERVISORY CONTRACT SPECIALIST at the NH-1102-4 some of your typical work assignments may include:

  • Complete contractual authority for all contractual actions necessary to execute contractual arrangements to secure commercial airlift support for all international charter passenger and cargo missions, to include Special Assignment Airlift Missions (SAAMs), contingencies and exercises.
  • Reviewing the Branch mission, function, and manning to ensure successful continuity. Exercises supervisory personnel management responsibilities.
  • Representing USTRANSCOM in support of the CRAF Program with high-ranking military or civilian managers, with House Staffers, DLA, OSD, or other federal agencies and with high-level managers and technical staff representatives of private contractors.

  • Telework Eligibility: This position is telework eligible at management's discretion.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • This is a Critical Acquisition Position (CAP). Selectee must execute, as a condition of employment, a written agreement to remain in federal service with the Department of Defense for at least three years (see Additional Information section).

Qualifications

You may qualify at the NH-4 , if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service as listed below:

  • Exercising supervisory personnel management responsibilities and directing, coordinating, and overseeing work of major federal contract specializations.
  • Establishing policies and procedures for accomplishment of federal acquisitions to include acquisition planning, solicitation development, source selection, negotiation, contract award, cost and price analysis, administration, and contract support.
  • Providing expert business advisory support to senior leaders, and serving as a Contracting Officer defining, integrating, and implementing strategic direction for programs with long term impact, and making sound decisions applying precedents found in government contracting case law.
  • Mastery knowledge of a full range of federal contracting laws, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre- and post-award actions for a variety of complex and/or diversified services commodities, and/or construction.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102, series as listed below:

A. Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees (you must submit a copy of your transcripts),
OR
B. No degree but is a current DoD civilian employee, in any occupational series, who occupied a similar occupational specialty to the 1102 series while serving in the military on or before September 30, 2000,
OR
C. No degree but is a current DoD civilian employee, who occupied 1102 series positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. **Value of Position (VOP): If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.

CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position.
