Summary


The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing trade and labor work of the 305th Aerial Port Squadron, Air Freight Flight, Ramp Services. Provides leadership and supervision over all ramp operations functions (ramp and fleet) to include all functions within the Mechanized Material Handling System (MMHS) section.

Duties

Help

  • Performs work planning responsibilities. Plans on a weekly or monthly basis for the use of subordinate workers, equipment, facilities, and materials in an organizational segment or group. Establishes deadlines, priorities, and work sequences, and plans work assignments based on general work schedules, methods, and policies set by higher level supervisors. Coordinates work with supporting or related work functions controlled by other supervisors.
  • Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes.
  • Performs administration responsibilities. Participates with employees in the development of performance plans. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation.
  • Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.
  • Oversee all operations to support aircraft servicing and loading, and in operating and maintaining the MMHS. Directs/supervises movement of aircraft loading and servicing vehicles to support mission requirements. Guides load pulling operations and positioning of equipment. Confirms proper weight distribution and ensures cargo is positioned for ease of loading/unloading operations.

  • May be required to work other than normal duty hours, which may include evenings, weekends and/or holidays, to include shift work, rotating shifts, uncommon tours of duty, and emergency overtime
  • Work may require travel away from the normal duty station on military or commercial aircraft
  • May be required to train lower grade employees
  • Employee may be recalled to duty
  • Must be able to obtain and maintain a Secret security clearance
  • May be required to become Aerial Port Expeditor (APEX) qualified and perform as APEX Program Manager
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the gun control act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • The duties of this position meet all requirements, as category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent
  • Federal Agency or office to function effectively This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve")
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
  • This position has a limited area of consideration to Command-wide (AMC).

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to lead and supervise.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment.
2. Knowledge of safety regulations, practices, and procedures.
3. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised.
4. Skill in reading and interpreting blueprints, diagrams, sketches, and technical specifications.
5. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
6. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
