About the Sales, Marketing & International (SMI) Directorate
The SMI Directorate is responsible for auditing and evaluating the Postal Service's most dynamic and revenue-critical functions, as well as products or services related to sales and customer relations, marketing, product innovation, global business, mail entry and payment technology, and corporate communications issues. The directorate often uses complex data analysis of payment, tracking, and other systems to identify trends. Staff combine their data trends with evaluations of policy, field observations, interviews, and more to identify opportunities to strengthen controls and make data-driven recommendations. We also provide oversight of international mail operations to ensure they align with Postal Service goals and global standards. Through our audits and evaluations, we help drive improvements in service delivery, revenue assurance, and customer satisfaction.


About the Position
You will lead data analysis by gathering and analyzing data, developing revenue analysis reports and presenting recommendations regarding revenue assurance for a variety of products and services across the enterprise. You will lead large-scale, high visibility projects using advanced data analytics skillsets and tools to create reports and recommendations that inform stakeholders of opportunities to address fraud, waste and efficiencies and to drive sound business processes and controls. You will also serve as an expert on shipping services contracts and their compliance requirements.

As a successful candidate, you will have relevant experience in:

  • Leading complex large-scale, highly visible, and cross-functional projects focused on the analysis and reporting of financial data to identify and report on revenue streams at various product and service levels or identify and monitor compliance with contractual agreements. Providing mentoring, direction, guidance, and feedback to team members; ensures work is completed accurately.
  • Conducting analysis of financial and operational data to identify revenue collection at various product levels and based on contractual agreements. Using programming and data analysis, tools, techniques, and software (e.g., Teradata, SQL, ACL, Power Query, R, etc.) to collect and analyze data and inform predictive risk-based models.
  • Collecting and analyzing revenue performance data (e.g., products, channels, customers, industries); reviewing performance indicators and tracking methods to improve performance visibility and monitoring compliance with contractual agreements.
  • Preparing summaries of analysis, data findings, and reports for executive management to inform audit insights. Ensuring summaries, reports, and presentations are presented in a manner appropriate for the target audience.
  • Collaborating with internal stakeholders at various levels of the organization and external stakeholders to identify areas of concern as well as analyzed financial, operational and contract-based data; completes cross-functional projects designed to identify and improve
    revenue reporting for products and services or compliance with contractual agreements and policy requirements.
  • Developing revenue control risk measures; collaborating with others to implement control measures and plans to reduce potential risks.
  • Researching and evaluating emerging trends, technologies, and industry best practices to identify opportunities for continuous improvement of revenue assurance and analysis. Monitoring trends in the types and quantity of shipping services contracts and their compliance requirements. Developing and presenting recommendations to senior management based on results.
  • Developing recommendations to update revenue data, analysis, compliance, and reporting policies, procedures, standards, and templates; ensuring consistency in how data is presented and reported for all types of revenue.
  • Providing strategies and guidance for quantifying and increasing the impact of agency audits through monetary impact, other impact methodology development.
  • Providing technical guidance and direction to internal stakeholders at all levels of the organization regarding the use of revenue data and
    systems.

Compensation: The USPS OIG is Excepted Service and uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

Position is being advertised at the Specialist Band level, equivalent to a GS-14. The salary range for this position is $130,233.00 - $185,234.00. The salary figures include locality pay. For specifics, visit: OPM's General Schedule (GS).

Professional Experience Requirement:

  • Five (5) years of professional, full-time experience evaluating complex data as part of program and/or performance audits or evaluations, in accordance with Generally Accepted Government Auditing Standards (GAGAS) or the Council of the Inspectors General on Integrity and Efficiency's (CIGIE) Quality Standards for Inspection and Evaluation at an Office of Inspector General or similar audit organization to determine the efficiency and effectiveness of programs, functions, and operations (your resume must reflect where, when, and how you gained this experience)


Education Requirement:

  • Degree in business-related, government-related, or technical-related field (see below for related field degree list) such as business administration, finance, public administration, or accounting (must submit transcripts from an accredited college or university.)

OR

  • A combination of education and experience - at least four (4) years of experience in evaluating complex data as part of a program and/or performance audit or evaluation, or an equivalent combination of performance auditing and evaluation experience, college-level education, and training that provided professional knowledge.

You must have the experience, knowledge, and skills as listed in each of the evaluation factors listed below.   • Mastery of a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness or improve complex processes and systems to conduct comprehensive analyses where boundaries of the analyses are extremely broad and difficult to determine in advance; i.e., the actual limits of the project are developed as the analyses proceed.
  • Knowledge of critical Postal Service data sources, including Panorama, Facilities database, Product Tracking & Reporting, PostalOne!, USPS SHIP, Postal Regulatory Commission filings, and negotiated service agreements.
  • Expert level skill using a variety of tools and languages (e.g., Teradata, SQL, ACL, Power Query, R, Databrick etc.) to manipulate data and conduct data analysis, research, mathematical modeling, statistical analysis, and data mining.
  • Ability to independently work on multiple projects and manage changing priorities and deadlines among different projects under limited direction, while providing guidance to lower-level analysts.
  • Strong oral and written communications skills sufficient to document analytical methodologies, deliver briefings, support written reports, and present complex data in visual, understandable, and compelling ways to executive leadership, stakeholders, peers, and various audiences.
  • Skill in preparing business and policy recommendations that change the way programs are carried out; guide in agency programs and resources; and/or translate legislation into program goals, actions, and services.
