Duties

Help
  • Serves as a contracting branch chief within United States Cyber Command’s (USCYBERCOM) Cyber Procurement Office (CPO).
  • Leads planning, organizing, and execution of contracting operations for USCYBERCOM’s CPO.
  • Provides direction and oversight on contracting policy development and management for the Command.
  • Develops goals and objectives that integrate USCYBERCOM requirements and initiatives with organization and contracting objectives for major programs of national scope, interest, and significance.
  • Directs, coordinates, and oversees work through subordinate supervisors.
  • Reviews developmental needs of subordinate supervisors and non-supervisory employees and makes decisions on non-routine, costly or controversial training needs and/or requests for unit employees.
  • Represents Branch and Division at a variety of cross-Command, DOD, Federal Government, Industry, and contractor boards and organizations.
  • Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.
  • Reviews problems associated with procurement of complex systems, equipment, and research and/or development and analyzes various possible alternative courses of action
  • Identifies the need for special projects to further USCYBERCOM Acquisition and Technology Directorate’s (J9) mission as the DOD's lead for global Cyber unique acquisition support.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Incumbent must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
  • TDY travel may be required up to 25% of the time.
  • This is a KEY position. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Defense Acquisition Workforce position. Must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years
  • Practitioner Career Level Certification must be met within 5 years.
  • Advanced Career Level Certification must be met within 4 years.

This position is in the Supervisory/ Management Work Category at the Expert Work Level within the CES Occupational Structure.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Must attach transcripts)

You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

To qualify based on your experience, your resume must describe Three-year (3) specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Servicing in a senior leadership role, advising contracting officers, management, and installation customers on matters relating to implementation and utilization of contracting policies and procedures; 2) acting as Procurement advisor, advising on complex issues, analyzing data, and facilitating process improvement in procurement.; 3) reviewing acquisition strategies, proposed solicitations, contracts, options to be exercised, task/delivery orders, and contract modifications for both simplified acquisition purchases and sealed bid and/or negotiated contracts and; 4) supervising and/or managing civilian personnel.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
