About the Position: Serves as the Safety and Occupational Health Manager for Kenner Army Health Clinic, Fort Lee, VA, providing oversight to various locations including Dental Clinics, Fort A. P. Hill E. Lois Wells Clinic, Fort Picket, and the Fort Lee Veterinary Clinic.

Duties

Help
  • Develops and implements programs based on national safety standard requirements.
  • Plans and establishes goals, objectives, and milestones for the Safety and Occupational Health Program.
  • Coordinates the investigation of mishaps searching for clues, studying variables, questioning witnesses and retracing sequences to uncover the sources of reported injuries and illnesses.
  • Evaluates the degree of safety program compliance with various national safety standards and other applicable laws, rules and regulations.
  • Develops and issues local directives and procedures establishing technical and administrative safety and environment of care requirements for the organization and supported activities.
  • Conducts safety and occupational health inspections for the medical ,dental and veterinary facilities.
  • Identifies safety hazards and recommend control measures for hazardous conditions.
  • Educates organization's staff and other support activities on Safety and TJC EC issues.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Tier 1: This position is subject to a background investigation to determine your suitability for Federal employment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Required to complete pre-employment physical and follow-up physical exams in accordance with Occupational Health requirements.
  • Position is required to perform approximately 5% TDY/Travel.
  • Required to observe established safe working procedures and wear Personnel Protective Equipment clothing and/or equipment to minimize or eliminate hazardous conditions.
  • This is a Career Program (CP) 12 position; incumbent is required to complete Level One Certification skills-related training within 12 months of appointment.
  • Required to obtain necessary immunizations (i.e., Hepatitis B, annual influenza) unless exempted by a physician.
  • This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • One year trial/probationary period may be required.

Qualifications

In order to qualify, you must meet the specialized experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1). Conducting safety or occupational health inspections; 2). Developing training programs to educate staff on safety practices; 3). Create safety programs to eliminate hazardous conditions; and 4). Developing local safety directives and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
