Summary

The incumbent of this position serves as the Automatic Data Processing Applications Coordinator (ADPAC) and informatics pharmacist for the VISN 21 Clinical Contact Center (CCC). The incumbent is responsible for assessment, design, integration, modification, maintenance and analysis of data and data management systems for the CCC Pharmacy Service.

The Clinical Pharmacist (Informatics/Automatic Data Processing Applications Coordinator) coordinates the development and implementation of information applications to support patient care activities, clinical practice, administration, educational development, and research initiatives for Pharmacy. The incumbent of this position is an important liaison between Pharmacy Service and Information Resource Management Service (IRMS) and serves as a liaison to facility- and VISN-level Clinical Application Coordinators (CACs) and OIT (Office of Information and Technology) staff.

Duties for the position may include but are not limited to:

Program Management

  • Evaluates current information management procedures and practices to determine how effectively current goals are being met and how services could be improved through automation and data management.
  • Analyzes hardware and software needs for the pharmacy service, triages hardware/software issues for pharmacy staff, addresses questions from staff regarding equipment and software programs, streamlines procedures and processes by automating information management and incorporates new technology, when appropriate.
  • Ensures that systems are fully integrated, resources are utilized effectively and efficiently, and objectives are met. Coordinates configuration changes to hardware and software to meet evolving and complex computerized initiatives and pharmacy service needs.
  • Creates computerized files, templates, dashboards and databases to obtain automated clinical and administrative data used by the pharmacy service supervisory staff.
  • Gathers and interprets data about pharmacy service work processes and designs management information systems to capture data about these processes.
Administration
  • Serves as the pharmacy representative to the Health Care System Lead ADP Application Coordinators (ADPAC) committee and represents pharmacy service interests and perspectives related to ADP issues.
  • Participates in other meetings, committees, and programs relevant to the development and maintenance of information systems and tools for the CCC Pharmacy.
  • Collaborates with the CCC Pharmacy Chief and IRMS personnel to identify computerization needs and is responsible for preparing and submitting annual ADP requests.
  • Leads efforts in implementing new software programs and updates to the electronic health record.
  • Collaborates with VA and community information systems personnel to share information and participate in activities that will increase the quality of patient care through information systems management and automation.
  • Develops policies and standard of work documents regarding information technology, VistA or other electronic health record, and hardware/software systems and tools as needed or assigned.
Education/Training
  • Recommends, coordinates and provides training for pharmacy staff regarding new technology, software, or other information technology-related topics as directed by the Pharmacy Chief.
  • Provides continuing education on information technology topics to CCC pharmacy staff and other healthcare professionals as requested.
  • Serves as a preceptor for pharmacy students and/or pharmacy residents
  • Other related duties as assigned.
Work Schedule: Full Time; Varies to include nights, weekends, and holidays; Subject to change to meet the needs of the Agency

Pay: Competitive salary and regular salary increases
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
  • Education:
    • Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/.
    • Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations
  • Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
  • Knowledge, Skills, and Abilities: Pharmacists assigned to this position must demonstrate the following KSAs:
    • Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
    • Expert understanding of regulatory and quality standards for their program area.
    • Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
    • Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. e. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
Facility Program Manager: Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages 6 single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs.

Preferred Experience:
  • Two (2) years experience in a pharmacy call center setting.
  • Three (3) years or more having direct experience and advanced knowledge with data analysis, building and managing dashboards, SQL, Power BI, and VistA/CPRS.
