Duties

  • You will perform a range of functions in the financial management of communications fiscal year accounts for both DOD and private party telecommunication commands in order to properly and accurately execute the command’s annual budget.
  • You will independently conduct financial activities related to budget execution such as soliciting and submitting inputs for the annual budget formulation with agility, in order to respond to data calls during its review by higher authority.
  • You will utilize SABRS, CFMS, PRF, WAWF, DTS, SLDCADA program or similar programs for direct and reimbursable funding to ensure funds are properly allocated and are being obligated in timely and effective manner in support of management objectives.
  • You will maintain Job Order Numbers to include various accounts including special accounts such as Naval Special Warfare, NAVSEA, NAVSUP and other DOD agencies.
  • You will assist Supervisor with oversight and administration of reimbursable telecommunications accounts and financing of command mission requirements.
  • You will provide rapid assistance to customer accounts as well as co-workers when encountering uncustomary and unfamiliar issues re: reimbursable accounts or direct cite funding.

  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience for this position would be demonstrated by:

  • Experience performing review and analysis functions in the formulation, presentation and execution of the command's budget.
  • Experience analyzing trends, developing solutions, and making independent decisions on the apportionment of funds.
  • Experience monitoring execution and performance against budget plans.
  • Experience recommending reprogramming of funds to finance new/revised requirements.
  • Experience reviewing and validating direct and reimbursable funding to ensure funds are properly allocated and obligated timely and effectively.
  • Experience utilizing Standard Accounting and Budget Reporting System (SABRS), Command Financial Management System (CFMS), Purchase Request Form (PRF), Wide Area Workflow (WAWF), Defense Travel System (DTS), Standard Labor Data Collection and Distribution Accounting (SLDCADA) programs or similar programs.
  • Experience utilizing MS Office Suite programs to include Word, Excel, PowerPoint to prepare written reports.
  • Experience analyzing and interpreting a wide range of laws, regulations, guidance and policies to provide advisory services to senior leadership.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution; OR

Completed 3 full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution; OR

LL.M., if related to the position.

In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
