Duties

As a IT SPECIALIST (NETWORK), GS-2210-11 your duties are below.

  1. Performs a variety of network device configuration and connectivity tasks.
  2. Executes procedures and coordinates corrective action to optimize network performance. Installs, configures and monitors tested and evaluated software packages that provide performance measurements of the WAN/LAN.
  3. Implements the standard configuration software loads for all network devices. Utilizes benchmarks and performance measurement and evaluation data to manage network servers and data communication devices to support normal and surge workload. Works with technical support personnel in resolving critical problems.
  4. Uses remote management software tools to maintain and update configuration, protocol and user/system files.
  5. Documents and tracks change to configuration, protocol and user/system files.
  6. Executes appropriate action to ensure backup processes are completed.
  7. Evaluates the performance of network devices such as servers, workstations, and peripheral devices, and remote access systems.
  8. Coordinates the development and implementation of configuration management plans for complex LANs and WANs with supported elements to include headquarters staff elements, tenant activities, state government, regional operating activities and national agencies.
  9. Implements plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods.
  10. Monitors distribution of applications and upgrades ensuring compliance with regulations and copyright laws.
  11. Implements procedures to ensure accurate records of authorized users of distributed software are maintained.
  12. Implements the standard operating procedures for all devices on the network.
  13. Reviews and evaluates proposed software. Provides input to briefings and presentations on the complexities of the installation networks. These briefings provide the basis for long-range decision planning relating to C4 network project management.
  14. Analyzes equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Army National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. Failure to complete prescribed courses may be cause for reassignment or termination of FTS.

Qualifications

MINIMUM REQUIREMENTS:
Experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

SPECIALIZED EXPERIENCE REQUIREMENTS: GS-2210-11: Must haveexperience in the following:

  • 1-year specialized experience equivalent to at least the next lower grade.
  • Experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization.
  • Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls.
  • Experience that required adaptations of guidelines or precedents to meet the needs of the assignment.
  • Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Education

Substitution of Education for Specialized Experience -

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to a Ph.D.
or
equivalent doctoral degree

Knowledge of, and skill in applying network design principles and concepts, network architecture principles and concepts, network protocols, remote access technology concepts, network operation and maintenance concepts and methods, network management tools, configuration management concepts and practices, network topology concepts, LAN/WAN principles and methods, network optimization techniques and acquisition management policies.
  2. Skill in configuring hubs and switches, monitoring network performance, performing network diagnostics, analyzing network traffic patterns and installing network software fixes and upgrades.
  3. Skill in establishing connectivity between remote sites, creating network maps, troubleshooting network problems (outages) and implementing configuration management plans for complex LANs and WANs.
