Summary

The primary purpose of this LEAD Transportation Assistant is to provide day-to-day training, oversight and fill in coverage for a high-level complex program which includes Transportation Assistants and Motor Vehicle Operators . Position will be directly supervised by the Beneficiary Travel Program Supervisor within the Business Administration Service; however, some functional guidance may come directly from the VTS Mobility Manager and other key leaders at various levels.

Help

Major duties include, but are not limited to the following:

  • Distributes and balances the workload among employees in accordance with the established workflow by the supervisor.
  • Assures timely accomplishment of the assigned workload and assures that each employee has enough work to keep them busy throughout the day.
  • Monitors the progress of the work completed by the Beneficiary travel clerks and stays abreast of the status and progress of work completion.
  • Estimate and report on expected time of completion of work and maintain records of work accomplishments and time expended and prepare production reports as requested for the beneficiary travel program.
  • Provide input on performance, progress, and training needs of employees, and on behavior problems within the section to the direct supervisor.
  • Keeps in touch with Veterans and/or attendants/caregivers in route or during layovers to resolve problems and in cases where weather or other factors lead to cancellation or delays of flights and makes appropriate housing or other arrangements to ensure the safety and medical care of the Veteran.
  • Performs entitlement or post-entitlement work related to the examination of claims for transportation benefits.
  • Reviews invoices for accuracy and makes recommendations regarding the payment of such invoices.
  • Assist the supervisor in the administrative development of claim documentation when it is found that veterans may have made false statements for the purpose of obtaining payment for travel expenses when making claims for travel are subject to prosecution under applicable laws.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,
11/25/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Knowledge of agency travel rules and regulations, and beneficiary travel codes.
    • Knowledge of transportation regulations governing entitlements and documentation requirements for domestic travel.
    • Advise on travel procedures, restrictions, and resolve conflicts or issues related to the Veteran travel program.
    • Investigate complaints, or errors.
    • Knowledge of automated transportation systems to reconcile errors.
    • Knowledge of extensive and diverse regulations governing a wide variety of types of passenger travel (wheelchair assist, wheelchair bound, ambulatory with assistance, ambulance), make arrangements, or provide advice.
    • Knowledge and ability to interpret and control Patient Funds, in accordance with standards, regulations, and guidelines.
    • Assure proper accounting and reconciliation of patient funds using computer programs.
    • Knowledge in data management and analysis, healthcare travel eligibility and enrollment, beneficiary travel software and veteran satisfaction and customer relations.
      • NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although there will be some walking, standing, bending and carrying of lightweight items, such as papers, books or driving an automobile. Travel is required to the Laughlin and Pahrump Outpatient Clinic as well as the other CBOC's within the VA Southern Nevada Healthcare System since position has oversight of the travel program operations of those respective clinics.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
