The Supervisory Financial Management Specialist:

  • Is expected to undertake complex and difficult assignments requiring extensive knowledge and understanding of the nature of Academy operating programs, expert analytical ability, and mastery of management theories, principles, and techniques.
  • Plans, develops, and implements financial management policies, budget formulation and execution, funds control, internal controls, and accounting operations to ensure compliance with organizational objectives and regulatory requirements.
  • Determines resource requirements (funding and manpower), develops and defends resource positions, and aligns financial plans with organizational priorities and long-range strategic goals.
  • Directs the development and execution of financial plans, monitors program performance, evaluates results against goals, and recommends adjustments to improve efficiency and effectiveness.
  • Provides expert analysis, reporting, and recommendations to the Superintendent, Deputy Superintendent, and other key leaders to support decision-making and policy direction.
  • Maintains liaison with internal and external officials, serving as the focal point for integrating financial management policy, strategy, and guidance across the organization.

The ideal candidate is an accomplished financial management leader with expertise in budget formulation and execution, funds control, internal controls, and accounting operations. They have a proven record of advising senior leadership, developing and implementing financial policies and strategies, and aligning resources with organizational goals. They excel at leading teams, improving program efficiency and compliance, conducting data-driven analysis, and communicating complex financial information to executives and stakeholders to support sound decision-making.

  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience supervising a financial management workforce overseeing budget, accounting, and audit readiness, ensuring compliance with financial laws and policies while modernizing processes to improve transparency and accountability. 
  • Experience directing a comprehensive financial management program, including budget formulation, execution, internal controls, and financial reporting, while advising senior leadership on resource allocation and mission priorities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Problem Solving – Identifies and analyzes complex financial issues, weighs relevance and accuracy of information, and develops well-reasoned solutions to improve program efficiency and compliance.
  • Financial Management – Applies federal financial management principles, including budget formulation, execution, internal controls, and financial reporting in accordance with OPB, Treasury, and GAO requirements.
  • Leadership – Inspires, motivates, and guides staff; provides oversight and direction; fosters collaboration; and ensures alignment of financial management functions with organizational goals.
