Duties

Help
  • Determines the type of personnel required to operate and maintain facilities, evaluates employee effectiveness and identify training needs, provides formal or on-the-job instruction in building operation and maintenance functions.
  • Develops specific position descriptions and/or performance standards unique to the base facilities, equipment, and mission.
  • Responsible for the sustained reliability of Real Property Facilities in support of ANG organizations.
  • Establishes and executes work involving the planning and directing of comprehensive programs for the operation, maintenance, repair, and improvement of Government facilities for the wing Operation and Maintenance programs.
  • Supervises and directs the formulation, integration and advocacy of organizational financial budgets and provides inputs to support PPBS issues.
  • Serves as primary consultant to unit commander for all CE financial issues.
  • Provides financial planning, direction, and determination of funding requirements for facility operation and maintenance programs.
  • Investigates and responds to congressional inquiries, GAO reports, and audits per AF Direction and takes appropriate action.
  • Directs and supervises recurring maintenance and repair, through customer based work order requests, self-help, and building manager programs.
  • Manages, directs and provides oversight for facility surveys, and prepares all documentation for identified requirements.
  • Develops and exercises contingency response plans necessary to sustain mission essential activities in the event of failure or interruption of primary systems.
  • Implements supplier, local and federal government regulations for energy reduction initiatives.
  • Provides critical direction in contract development and execution.
  • Performs other duties as assigned.

  • This is an Excepted Service position that requires membership in the Missouri National Guard prior to the effective date of placement.

  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • May be required to successfully complete a trial period.
  • May be required to successfully complete a supervisory probationary period.
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The work may require the incumbent to drive a motor vehicle; if so, an appropriate valid driver’s license is mandatory.

Qualifications

MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).

Maximum Military Grade - MSgt (E-7)

Minimum Military Grade - SSgt (E-5)

GENERAL EXPERIENCE: Must possess experience, education, or training that provided knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, record keeping, and experience using computer and automation systems

GS-11 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience, education or training equivalent to the GS-10 grade level or equivalent that demonstrates the experience applying principles, concepts, and methods of facility operations; experience carrying out Facilities Management Programs; knowledge of maintenance concepts, principles, and practices concerned with planning, design, and maintenance of facilities; and experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness. This specialized experience must also include experience in managing the function of work to be performed and experience which includes leading, directing and assigning work of personnel.

Education

Substitution of Education for Specialized Experience for this GS-11 position: Mustpossess a Ph.D. or equivalent doctoral degree; 3 full years of progressively higher level graduate education leading to such a degree; or LL.M.
