Summary

This position will be assigned to the 341 FSS Outdoor Recreation and is a supervisory position which requires a probationary period.

This position is considered regular full-time; guaranteed 35 hrs, but could work up to 40 hrs per week.

This position requires work outside of normal business and irregular work schedules to include nights and some weekends. It will require some travel in and out of the local area.

  • Responsible for the efficient and effective operation of a diverse and comprehensive Outdoor Recreation Program including, but not limited to, swimming, hiking, camping, boating, fishing/ice fishing, hunting, horseback riding, white water rafting, canoeing, kayaking, paddle boarding, backpacking, snowshoeing, caving, mountain biking, snowmobiling, and zip line events.
  • Required to drive government vehicle(s) on public roads to transport people and equipment on outdoor recreation adventure trips as needed.
  • Develops annual operation plan that defines the organizational structure; sets staff duties and responsibilities and establishes long/short term goals and procedures; extracts market demand information; establishes maintenance plans for facilities and equipment; creates public relations programs; works with the Marketing Department to ensure adequate publicity, marketing and commercial sponsorship support.
  • Helps base personnel establish clubs for specialized outdoor recreation activities. Provides an ongoing education program designed to promote the regional use, and sound protection and conservation of the natural resources and facilities.
  • Coordinates with the various civilian communities to contract for selected outdoor recreation and adventure activities. Makes use of base and community resources in the planning coordinating of recurring and new activities.
  • Personally instructs or arranges for paid and/or volunteer instructors to conduct classes in various outdoor recreation activities deemed popular by current trends or customer demand.
  • Establishes and maintains various facility, personnel, program, and financial records. Develops long range capital expenditure and facility improvement budgets. Assists Outdoor Supervisory Recreation Specialist with submitting annual budgets and quarterly revisions. Prepares and maintains data necessary to support short and long range Appropriated and Non-Appropriated budgets. Accounts for funds involved in the operation of the Outdoor Recreation Program and ensures proper cash handling procedures are followed.
  • Responsible for workforce management, recruitment, and uses of recreational equipment and tools. Identifies the need for and conducts or arranges for additional training for subordinate staff/volunteers. Provides safety orientation to participants prior to taking part in program activities.
  • Maintains responsibility for equipment maintenance and ensures equipment is in safe and working condition. Recommends changes to supervisor.
  • Subject to uncommon tour duty, shift work, weekends, and holidays as well as staying overnight as programs require. Performs other related duties as assigned.
  • Assists Outdoor Supervisory Recreation Specialist with functions such as: accounting duties (performing end-of-day cash handling procedures, prepares cashier reports, reconciles, budgets, and ensures proper accounting for controlled forms), utilize SETS for scheduling purposes, inventory and has proficient knowledge of all Point-Of-Sale equipment. Performs required Outdoor Supervisory Recreation Specialist duties as needed in the absence of Outdoor Supervisory Recreation Specialist to ensure operational continuity.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.

Qualifying Experience:

  • One year specialized experience, equivalent to NF-III level, which demonstrated ability to apply the principles of one or more specialty areas of recreation.
  • Experience such as planning, organizing, coordinating, supervising or evaluating outdoor recreational programs; planning, establishing or evaluating a college level or higher recreational curriculum; instructing in the principles and techniques of recreational program planning and management; or serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations is considered as qualifying experience. Knowledge of safety and security regulations, practices, and procedures as relating to various recreation activities.
  • Must have or be able to obtain a CPR/1st AID certification within 90 days of employment. Able to work outside in local area, in mountain terrain and rivers/lake areas with variable environmental conditions such as altitude, exposure to elements and temperature extremes.
  • Must be able to drive government vehicle(s) on public roads to transport people and equipment on outdoor recreation adventure trips as needed. This position is a drug testing designated position.
  • The incumbent is subject to random drug testing.
